Hop Doai village has 4.4 hectares of recovered land, of which 3.7 hectares are agricultural land, 0.4 hectares are traffic land and more than 0.2 hectares are irrigation land. In addition, 6 households had to relocate graves to serve the construction. Despite direct impacts on their rights, the villagers have shown a high sense of responsibility and agreed with the State's policy. Ms. Nguyen Thi Lien, Hop Doai village said: "My family has 2 graves affected, one of which is the grave of a martyr's mother, so at first my family was also concerned, but after the commune thoroughly disseminated the support policy and clear relocation process, we strictly complied. Road construction is a big job, for the common good, everyone needs to share". Not only complying with the land recovery policy, many people have also proactively taken the lead to create a spread in the community. Ms. Nguyen Thi Mat, Hop Doai village, expressed: My family has 6 sao of rice fields that must be recovered to serve the road. At first, we felt sorry, but after the commune officials came to persuade us and explained clearly about the long-term benefits, we realized that this is a common task, beneficial for the whole community. If we set an example first, others will follow. According to Mr. Nguyen Van Mau, Head of Hop Doai village: If we want people to agree, first of all, the officials must understand the people and be close to the people. From the meeting to announce the policy to the mobilization process, the village officials always stick close to each household, talk, listen, and explain clearly so that people understand and agree. Thanks to good propaganda work, up to now, 100% of households subject to land recovery agree with the policy and are ready to hand over the site.
In Thuong Ngan 1 village, many households whose land is subject to recovery have shown high consensus, ready to hand over the land to serve the project. They all share the same joy and thought, this road will contribute to making the landscape of their homeland more spacious, joining hands to contribute to the common work is very meaningful and hope that the project will be completed soon so that people's lives can be improved, and the face of the countryside will have positive changes.
Records in the villages where the road passes through show that the mass mobilization work has been carried out methodically and closely by the Party Committee and People's Committee of Hung Ha commune. According to statistics, up to this point, 100% of households in the commune with areas requiring land acquisition have agreed to implement. Mr. Tran Van Thuong, Secretary of the Party Committee of Hung Ha commune, said: We have established 3 working groups in the villages with land recovered. These groups go directly to each household, especially those with residential land and graves affected to propagate, mobilize, and specifically answer each question, creating trust among the people. The locality has proactively developed a resettlement plan for households in the area of residential land recovery to ensure compliance with regulations and benefits for the people. Currently, the Hung Ha Regional Land Fund Development Branch is coordinating with Hung Ha commune to carry out the work of measuring, extracting maps and assigning ownership to households in the area of land recovery, submitting to the Department of Agriculture and Environment for appraisal. We strive to complete all site clearance work on schedule.
The consensus of the people and the proactive and decisive government in site clearance work are key factors helping the project to be implemented smoothly and on schedule. The completed route not only contributes to the completion of the inter-regional transport infrastructure system but also opens up the driving force to promote socio -economic development, attract investment, and expand urban space.
