
After the merger, Luc Hon commune has 29 villages with nearly 2,200 households. In order for the campaign to enrich and clean up the land database in the area to be implemented on schedule and meet the criteria of "correct - sufficient - clean - living - unified - shared use", Luc Hon commune People's Committee has established a Steering Committee, a Working Group headed by the Chairman of the Commune People's Committee, mobilizing the participation of all specialized departments and socio- political organizations. At the same time, the commune also issued a plan to implement the campaign, assigning specific responsibilities to each member, in the spirit of clear people, clear work. The two key tasks of the campaign are: Reviewing and cleaning up the entire land database that has been built over time in the commune; Collecting, digitizing, and creating data for Certificates (residential land, houses) that have been issued but the land database has not been built in Luc Hon commune.
Due to the characteristics of the majority of people in the commune being ethnic minorities, propaganda and mobilization work was deployed early so that people could understand the meaning of the campaign and proactively coordinate with non-professional staff in villages and hamlets in collecting initial information. The Economic Department took the lead in coordinating with the Commune Police, the Department of Culture - Society and the Commune Service Supply Center to organize a conference to disseminate and propagate the 90-day and night campaign to enrich and clean up the land database in the commune to all cadres, party members, secretaries, village heads, and heads of the village Front work committee; Training and guidance on collecting all types of certificates of land use rights and house ownership rights and ID cards/CCCDs of land users and house owners.
Along with that, the villages in the commune organized to broadcast information to propagate the campaign on the village loudspeaker systems continuously every day until the campaign was completed; Distributed propaganda materials to households in the commune. The Fatherland Front Committee and socio-political organizations of the commune coordinated to direct and propagate to members and union members to act as the core to widely propagate to all classes of people in the commune about the 90-day and night campaign to enrich and clean up the land database in the province.
Thanks to the strong participation of the entire political system, the campaign implementation process has been very favorable. For example, Nam Put village with more than 50 households has completed the initial information collection. Ms. Ninh Thi Phuong (Nam Put village, Luc Hon commune) shared: Immediately after receiving the notice from the village chief, although working far away, my husband and I still arranged time to quickly return to the locality to provide documents related to land use rights and home ownership of the family. We realize that this is the right policy, helping the government manage better and also protecting the legitimate rights of the people regarding land.
Ms. Ninh Thi Moc, Party cell secretary, Head of Nam Put village, said: Through the commune's training sessions, we have a firm grasp of the information collection process to ensure accuracy and keep information safe and secure for the people. We inform the people through the village's zalo group, the village's public address system, and call households so that they can proactively go to the cultural house to complete the procedures. For families living far away, we also contact them to arrange their time.

Based on the information collected by the villages and hamlets, the Working Group and the commune-level professional team will collect and process according to the regulations on unstructured land data; store it in PDF file format and enter the information data according to the instructions and send it to the Provincial Department of Agriculture and Environment (through the Land Registration Office).
Mr. Hoang Van Trung, Deputy Head of the Economic Department, Luc Hon Commune People's Committee, said: Luc Hon commune is a special ethnic minority area, so the initial implementation process also encountered some difficulties. However, with a carefully and methodically prepared campaign implementation plan, and the initiative and enthusiasm of the non-professional staff in the villages and hamlets, up to this point, the task of collecting initial information in the commune has reached about 80%. Next, the specialized department will assign data entry according to the instruction form. The data will later be the basis for serving the people when handling administrative procedures in the future, so we will do it very carefully and thoroughly. With the motto "going to each house, checking each plot", Luc Hon commune strives to complete the campaign before November 15.
Enriching and cleaning up land data is not only an administrative task, but also an important step in digital transformation, improving the efficiency of state management, and protecting people's rights in the digital environment. Therefore, the synchronous participation of the government and the support of the people are key factors in the success of the campaign.
