At least 22 people were shot, one of them fatally, Fire Chief Ross Grundyson said at a news conference late Wednesday. He added that 15 of the injuries were life-threatening.
Graves said she was aware of reports that some fans may have been involved in chasing and capturing at least one of the suspects, and investigators were reviewing video of the incident.
Kansas City Chiefs officials said in a statement that all players, coaches and staff who attended the championship celebration were safe.
According to police, a series of gunshots were heard outside a garage near the station, which came at the end of a victory parade. Video posted on social media showed chaos outside the station with dozens of uniformed police officers running into the building with their weapons drawn.
The Chiefs' Super Bowl victory celebration featured star Travis Kelce, a member of the team and boyfriend of pop superstar Taylor Swift. Kansas City Governor Laura Kelly was also at the parade when the shooting occurred.
