I am a bit concerned because I do not understand much about this new type of gasoline. However, if it is a mandatory regulation, we will comply.”

Nguyen Van Hoa, a technology taxi driver in An Cuu ward, worried: “I drive 60-70km every day. Changing the type of gasoline makes me worried about whether the car will consume more gas. If using E10 gasoline, the engine will quickly deteriorate, the repair cost will increase, affecting income.” Not only Hoa, many other technology taxi drivers also have the same feeling because fuel costs account for up to 40% of total monthly income.

According to experts, despite its many advantages in terms of environmental impact, E10 gasoline contains ethanol, a type of bio-alcohol. This substance has hygroscopic properties and easily absorbs water vapor from the air. This can lead to fuel separation, metal corrosion, and residue formation in the fuel system. For vehicles using carburetors, these effects can cause fuel injectors to become clogged, making the vehicle difficult to start or unstable. In addition, ethanol is incompatible with some old materials such as rubber and plastic, and can easily cause cracks or leaks in pipes if not regularly maintained. "Cars using E10 gasoline must be checked periodically to ensure safety," warned Mr. Vu Hoa, owner of a car repair shop on Nguyen Quy Anh Street, Vy Da Ward.

A gas station employee on Hung Vuong Street (Thuan Hoa Ward) said that after researching, E10 gasoline will be cheaper than RON 95. When the price difference is large, it is an advantage for consumers to choose, but if the price difference is not significant, users will hesitate.

Changing consumer habits, especially in the fuel sector, will take time. Therefore, to make people feel secure in using E10 gasoline, transparent communication about quality and economic benefits needs to be focused on and organized more regularly.

For the environment and green city

It's not just a matter of cost, the conversion to E10 also has long-term significance for the environment and urban cultural heritage and tourism in Hue.

According to the Ministry of Industry and Trade , with its bio-ethanol content, E10 gasoline helps reduce CO₂ emissions and toxic substances compared to traditional mineral gasoline. If widely used, this fuel will contribute to limiting air pollution, a problem that exists in many urban areas.

Dr. Cung Trong Cuong, Director of the Hue City Development Research Institute, said that Hue is building the image of a green, sustainable city. The use of E10 gasoline is a concrete step to realize the commitment to reduce emissions, creating a cleaner environment for residents and tourists. This is also an opportunity for people to change their habits, moving towards green, clean consumption.

According to the Hue City Motor Vehicle Inspection Center, on average, more than 40,000 cars come for inspection each year. If all of these vehicles simultaneously switch to using E10 gasoline, it promises to contribute significantly to the goal of reducing pollution. Especially in the context of Hue's goal of developing eco-tourism, the use of environmentally friendly fuel is an important competitive advantage. However, to take advantage of this benefit, management agencies need to be synchronous in their implementation activities. From ensuring the supply of E10 at gas stations, monitoring ethanol quality, to widely propagating so that people do not misunderstand "blended gasoline", all are decisive factors for the success of mass deployment of this type of gasoline.

From another perspective, ethanol used to blend E10 gasoline is mainly produced from sugarcane and cassava, which are crops available in the Central region. If developed, this will be a stable output for agricultural products, helping farmers earn more income. Thus, using E10 gasoline is not only a matter of fuel but also related to the problem of agricultural economics, environment and urban image. Hue, with its "green and sustainable" development orientation, can see this as an opportunity to affirm its commitment to clean energy.

According to the Director of the Department of Industry and Trade Dang Huu Phuc, Hue City agrees with the policy of the Ministry of Industry and Trade to use E10 gasoline in order to move towards a clean, environmentally friendly energy system. Currently, major cities such as Hanoi, Ho Chi Minh City, and Hai Phong have put E10 gasoline into pilot use. However, to ensure feasibility in nationwide deployment, the Ministry of Industry and Trade is requested to consider implementing it according to a specific roadmap and stages.

“Hue City is ready to direct petroleum businesses to prepare infrastructure, facilitate consumers, adapt, and use standard E10 fuel, avoiding buying poor quality gasoline from unclear sources,” Mr. Dang Huu Phuc affirmed.
