Building Bac Lieu into a strong province in marine economy

Deputy Prime Minister Tran Hong Ha has just signed Decision No. 1598/QD-TTg approving the Bac Lieu Province Planning for the 2021-2030 period, with a vision to 2050.

The scope and planning boundary of Bac Lieu province for the period 2021 - 2030, with a vision to 2050, includes the entire mainland territory of Bac Lieu province and the sea space determined according to the 2012 Law on the Sea of ​​Vietnam, Decree No. 40/2016/ND-CP, dated May 15, 2016 of the Government detailing the implementation of a number of articles of the Law on Marine and Island Resources and Environment.

Regarding specific goals and targets, in which the economic aspect is the average growth rate of gross regional domestic product (GRDP) of 9.5 - 10.5% per year; the scale of GRDP in 2030 is 3.5 - 4 times higher than in 2020.

Economic structure: Agriculture - forestry - fishery sector about 29.0%; industry - construction sector about 36.4%; service sector about 32.0%, the rest is product tax minus product subsidies.

Focus on developing 3 main pillars

The plan clearly states the key tasks and development breakthroughs. Specifically, Bac Lieu province effectively exploits its advantages and outstanding potentials to develop three main pillars: renewable energy industry; aquaculture and seafood processing; and tourism. Rapid and synchronous development of the key economic sub-region south of National Highway 1, economic corridors, economic linkage axes and urban areas plays the role of important growth poles.

Propose appropriate mechanisms and policies to effectively mobilize resources for investment in developing technical infrastructure systems, especially transport infrastructure, irrigation, electricity, seaports, industrial parks and clusters, telecommunications - information technology; build an industrial center for processing animal feed and aquatic products in the Mekong Delta.

Administrative reform, building an effective digital government. Improving the investment and business environment, developing a strong business community.

Development orientation of important economic sectors

Sustainable development of large-scale, high-tech safe aquaculture, building Bac Lieu into a national shrimp industry center; promoting marine aquaculture, marine aquaculture combined with renewable energy and tourism development; rearranging and improving the efficiency of seafood fishing associated with protecting aquatic resources; upgrading fishing port infrastructure, storm shelters and fishing logistics services; building and developing competitive seafood brands in domestic and foreign markets.

For the agricultural and aquatic product processing industry, encourage and support technological innovation, diversify products, increase the proportion of products through processing stages, and register national product quality standards. Strictly control the discharge of wastewater from aquatic product processing facilities.

Building an industrial center for processing animal feed and aquatic products in the Mekong Delta; effectively organizing chain linkages between processing facilities and production and raw material supply areas.

As for the renewable energy and new energy industry, investment and construction of the Bac Lieu LNG Power Plant with a capacity of 3,200 MW is associated with the synchronous construction of serving infrastructure.

Developing onshore and offshore wind power; attracting investment, developing new energy sources (Green Hydrogen, Green Ammonia). Making Bac Lieu one of the country's renewable energy production and export centers.

Developing eco-tourism, cultural tourism, resorts, and sightseeing; diversifying tourism types and products, creating branded and highly competitive products. Building key coastal tourist areas on a scale comparable to the Mekong Delta region and the whole country, especially investing in developing potential tourism areas in Bac Lieu city and neighboring areas to ensure eligibility for recognition as national tourist areas; building intra-provincial, inter-provincial, and international tourist routes linked to tourist areas and spots in the province.

By 2030, build 17 urban areas

Regarding the orientation of arranging administrative units at district and commune levels, continue to implement the provisions of Resolution No. 37-NQ/TW dated December 24, 2018 on arranging administrative units at district and commune levels, Conclusion No. 48-KL/TW dated January 30, 2023 of the Politburo and Resolution No. 595/NQ-UBTVQH15 dated September 12, 2022 of the National Assembly Standing Committee on continuing to implement the policy of arranging administrative units at district and commune levels. The scope, boundaries, geographical names and implementation of specific arrangement plans for administrative units at district and commune levels will be implemented according to the decision of competent authorities.

Regarding the urban system planning scheme, when ensuring the conditions and criteria according to regulations, by 2030, 17 urban areas will be built, including: 01 type I urban area (Bac Lieu city); 01 type III urban area (Gia Rai town); 05 type IV urban areas (including the towns of Ganh Hao, Hoa Binh, Phuoc Long, Chau Hung and Ngan Dua); 10 type V urban areas (including the communes of Vinh Hung, Hung Thanh, Vinh My B, Vinh Thinh, Ninh Quoi A, Ba Dinh, Phong Thanh Tay B, Phuoc Long, Dien Hai, Dinh Thanh).

Planning of 05 district regions

Regarding the district construction planning scheme, the planning of 05 district regions ensures consistency with the overall development orientation goals of the province, including:

Dong Hai district: Is a key development area for shrimp, brackish water aquaculture, renewable energy. Focus on investing in developing high-tech aquaculture, building a shrimp seed production center; rearranging the fishing industry associated with protecting aquatic resources, creating jobs; consolidating fishing logistics facilities, focusing on Ganh Hao fishing port; building wind power areas, power transmission infrastructure; developing eco-tourism, coastal sightseeing; upgrading sea and river dykes, planting protective forests, enhancing capacity to adapt to climate change, and preventing natural disasters.

Hoa Binh district: Is a key development area for shrimp, aquatic products, and renewable energy. Focus on investing in developing high-tech aquaculture, building a shrimp seed production center; rearranging the fishing industry in association with protecting aquatic resources, consolidating fishing logistics facilities; building the 3,200 MW Bac Lieu LNG Power Plant, wind power areas, power transmission infrastructure, gas ports serving the LNG Power Plant; developing eco-tourism, coastal sightseeing; upgrading sea and river dykes, planting protective forests, enhancing capacity to adapt to climate change, and preventing natural disasters.

Vinh Loi district: This is an area for rice development, livestock farming associated with agricultural processing industry. Developing large fields, farms, livestock and poultry farms applying high technology. Forming industrial clusters for agricultural processing, logistics for goods transit to Tran De port.

Hong Dan district: This is an area for rice development, brackish water and freshwater aquaculture associated with the development of agricultural and aquatic product processing industry, logistics services for goods transit to points connecting with highways passing through the province. Building Ninh Quoi industrial park, a center for developing animal feed and aquatic product processing industry for the Mekong Delta.

Phuoc Long District: The center of the Northern Highway 1 Economic Sub-region, focusing on rice production combined with shrimp farming, brackish water and freshwater aquaculture, developing industrial clusters for processing agricultural products, aquatic products, textiles, and tourism.
