On the afternoon of December 5, the Provincial Military Party Committee held a conference to issue a resolution on leadership in implementing military and national defense tasks (QS, QP) and building the Party Committee in 2025. Comrades: Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee; Lieutenant General Ha Tho Binh, Deputy Secretary of the Party Committee, Commander of Military Region 4; Vu Van Tung, member of the Provincial Party Standing Committee, Commander of the Provincial Military Command (CHQS); Le Van Trung, Deputy Secretary of the Party Committee, Political Commissar of the Provincial Military Command, chaired the conference.

Entering the conference, the representative of the Provincial Military Party Committee announced the decision of the Provincial Party Committee Standing Committee on appointing comrade Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee to hold the position of Secretary of the Thanh Hoa Provincial Military Party Committee.

The draft Resolution on leadership in implementing the tasks of military and defense and Party building in 2025, of the Provincial Military Party Committee, clearly stated: In 2024, the Provincial Military Party Committee focused on leading and directing the Provincial Armed Forces to successfully complete the goals, targets and tasks set out in the Resolution of the year. The Military Party Committee proactively coordinated to advise the Provincial Party Committee, People's Council and Provincial People's Committee to thoroughly implement the documents of the Central Committee, the Central Military Commission - Ministry of National Defense , the Party Committee - Military Region Command on local military and defense tasks.

During the year, 3,655 citizens were selected and handed over to the army to ensure quality (100% of the target was met). Promoting the role of the provincial armed forces in building the national defense, the national defense posture associated with the people's security posture, and building a solid KVPT.

Regularly coordinate with the police, border guards and other forces to grasp, forecast and correctly assess the situation; advise local Party committees and authorities to promptly and effectively handle situations... Implement well the Army's rear policy and policy for people with meritorious services. Organize the search and collection of 15 martyrs' remains in Laos and hand them over and organize the burial at Dong Tam International Cemetery (Ba Thuoc) to ensure strictness and solemnity.

The political and ideological education work has been carried out in depth, richly, creatively and effectively. The Emulation Congress for Victory at all levels for the period 2019-2024 has been successfully organized; military foreign affairs work has been maintained and implemented effectively, contributing to consolidating and tightening the solidarity and friendship between the two provinces of Thanh Hoa - Hua Phan (Laos). In 2024, 8 units were awarded the Emulation Flag by Military Region 4 and the Provincial People's Committee; the Provincial Military Command is one of the leading units in the emulation movement in the Military Region's Armed Forces, and was proposed by the Military Region Command to the Ministry of National Defense to award the Emulation Flag.

Regarding the direction and tasks for 2025, the draft Resolution clearly states: Leading and directing the successful completion of the goals and targets of the resolutions of the Party Congresses at all levels for the 2020-2025 term; improving the quality of advising on the implementation of local military and defense tasks, building a strong national defense foundation, building a solid defense zone; improving the overall quality, level and combat readiness of the provincial armed forces; coordinating to grasp and advise on timely and effective handling of situations, contributing to maintaining political security, social order and safety, creating a stable environment for local socio-economic development; building a Party organization that excellently completes its tasks, agencies and units that are comprehensively strong "Exemplary, typical", striving to be awarded the Emulation Flag.

At the conference, delegates discussed and evaluated the outstanding results, limitations and experiences in leading and directing the implementation of the Resolution of the Provincial Military Party Committee in 2024. At the same time, they gave opinions on the directions, goals, tasks and solutions to implement the military and defense tasks in 2025, and the Party building work in 2025.

Speaking at the conference, Commander of Military Region 4 Ha Tho Binh commended and acknowledged the achievements and results of the Thanh Hoa Provincial Military Party Committee in 2024. At the same time, he suggested that in order to successfully complete the tasks of military and defense, and build the Party organization in 2025, the Provincial Military Party Committee should focus on leading and advising local Party committees and authorities to seriously and effectively implement military and defense tasks; promptly advise the Provincial Party Committee and Provincial People's Committee to flexibly and legally handle military and defense situations. Advise on the implementation of the Law on Civil Defense, the Law on People's Air Defense and the Government's Projects on combining economy with defense and security in managing sovereignty over seas and islands, contributing to maintaining political stability, creating a favorable environment to promote socio-economic development of the province.

Continue to promote training, combat readiness, improve the situation handling ability of the provincial and district armed forces and the quality of training for reserve mobilization, militia and self-defense forces, and foster national defense and security knowledge for the subjects. Organize military transfer and reception in 2025 strictly, safely, and ensure quality. Strengthen measures to maintain strict discipline and order, build a strong and comprehensive unit "Exemplary and typical". Do well all preparations of documents and personnel to successfully organize the 15th Provincial Military Party Congress, term 2025-2030.

Concluding the conference, Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee Nguyen Doan Anh stated: In 2025, there will be party congresses at all levels leading up to the 14th National Congress of the Party; this is the year of many important political events of the Party, the nation, and the Army. It is forecasted that the world and regional situation will continue to develop rapidly, complicatedly, and unpredictably, so it is recommended that the Provincial Military Party Committee continue to improve the quality and effectiveness of staff work for local Party committees and authorities in thoroughly grasping and implementing resolutions, directives, and plans of superiors on local military and defense tasks; linking the implementation of military and defense goals and targets with socio-economic development programs and plans in 2025.

Well organize activities to celebrate the 80th anniversary of the Military Region's Armed Forces Traditional Day (October 15, 1945 - October 15, 2025) and the 80th anniversary of the Provincial Armed Forces Traditional Day (August 24, 1945 - August 24, 2025).

Synchronously and resolutely deploy solutions to make breakthroughs, build key units; strictly maintain the order and discipline in the construction regime, manage, train discipline, and manage social relationships of soldiers. Comrade Secretary of the Provincial Party Committee, Secretary of the Provincial Military Party Committee Nguyen Doan Anh suggested that, in the immediate future, the Provincial Military Party Committee should lead the organization of activities to celebrate the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day (December 22) in a tight, high-quality, and absolutely safe manner. Strictly maintain the combat readiness regime, avoid being passive or surprised; well organize activities to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam and welcome spring, enjoy the Lunar New Year At Ty - 2025 "Happy, healthy, economical, safe, highly combat-ready". Coordinate and direct the selection and handover of 3,650 citizens to join the army and receive and train 260 new soldiers to ensure tightness and safety.
