This Decision regulates the construction, management, exploitation and use of data in the National Target Programs Database; business processes for implementing reporting regimes on information systems to create data in the National Target Programs Database.

Building a database of national target programs at the Ministry of Finance

The Decision provides specific regulations on the construction of a database of national target programs. Accordingly, the design and construction of a database of national target programs at the Ministry of Finance to unify the connection and integration of data from information systems related to the management of national target programs. Including:

- Basic database on national target programs, including: information on Decisions of competent authorities approving national target programs; data on changes to programs and component projects of the program during implementation.

- Database on the results of drafting management and administration documents, organizing the implementation of national target programs at all levels and documents related to audit and inspection results, implementation of audit and inspection conclusions, supervision delegations of the National Assembly and competent authorities.

- Database on establishment, assignment and allocation of state budget (including: public investment capital, regular expenditure) for national target programs; results of state budget disbursement (including: public investment capital, regular expenditure) at all levels; results of assessment of the use of financial resources for national target programs associated with output results and other related contents at all levels.

- Database on assignment, allocation, adjustment, and supplementation of 5-year medium-term public investment plans; preparation, assignment, allocation, adjustment, and supplementation of public investment plans, annual regular state budget expenditures for national target programs.

- Database on assignment, adjustment, supplementation of targets, tasks and notification of central budget capital levels for the 5-year period; assignment, adjustment, supplementation of annual targets and tasks; results of implementation of targets and tasks of each program and component project, input and output indicators, performance evaluation indexes, and impact assessment of each national target program.

- Other databases as prescribed by competent authorities.

The Decision clearly states: Establish the System and design, build tools and integrated functions on the System to integrate information and data from information systems: National information system and database on public investment, National target program management information system and other relevant information systems.

Collect, standardize, enter data; store, secure, and ensure information safety in the National Target Program Database.

Data exploited from the National Target Program Database has official usage value.

The Decision also specifically regulates the management, exploitation and use of databases of national target programs.

Regarding the management of the National Target Program Database, the Decision stipulates that the Ministry of Finance is responsible for managing, connecting, integrating, and sharing data information from the National Target Program Database with the National Reporting Information System, the Government's Command and Operation Information Center, the Prime Minister , and other relevant information systems.

Data management and administration activities in the National Target Program Database are carried out in accordance with Government regulations on management, connection and sharing of digital data of state agencies.

The subjects of data exploitation and use in the National Target Program Database are state management agencies at all levels that exploit and use data in the National Target Program Database to serve state management activities according to their authority, scope, and management field. At the same time, agencies, organizations, and individuals have the right to exploit and use data in the National Target Program Database according to their management scope and comply with the provisions of law on information technology, electronic transactions, network information security, network security, and access to information.

Data is looked up and exploited from the National Target Program Database with official usage value, equivalent to paper documents in activities related to state management of national target programs.

Data in the National Target Programs Database is the original reference for searching and exploiting to carry out procedures related to the management and implementation of national target programs at all levels.

In addition, the Decision also specifically stipulates 5 business processes for implementing the reporting regime on information systems to create data in the database of national target programs, including:

1. Business process for establishing, assigning, and adjusting medium-term public investment plans and 5-year state budget capital levels of national target programs on information systems;

2. Business processes for establishing, assigning, adjusting targets, tasks, estimates, annual state budget public investment plans and extending implementation time, disbursing estimates, annual state budget public investment plans for national target programs on information systems;

3. Business process for reporting the results of drafting management documents, operating and organizing the implementation of national target programs at all levels and related documents on information systems;

4. Business process for reporting on the implementation status of national target programs periodically every month on information systems;

5. Business process for reporting on the implementation status of national target programs every 6 months, 9 months, the whole year, mid-term, end-term or ad hoc on information systems.
