In reality, the work of evaluating cadres in Hai Phong has changed in terms of awareness and working methods in a practical and objective manner, linked to the results of the implementation of tasks of collectives and individual leaders and managers. The work of cadre planning is carried out systematically, closely, publicly and transparently; quality is emphasized; planning of Party Committee positions is used as the basis for planning leadership and management positions. The work of rotating cadres has gradually overcome the closed situation; basically arranging Party Committee secretaries who are not local people; giving priority to increasing young cadres to work at the grassroots level. The work of training and fostering cadres has achieved many positive results. Decentralization of cadre management and appointment and introduction of cadres have been implemented seriously and democratically, ensuring "the right person, the right job"; timely completing and supplementing the positions of missing and deficient leaders and managers.
The city is realizing a model of Socialism with Hai Phong's characteristics, associated with building socialist people in the new context and conditions.
To successfully build this model, the city focuses on aspects such as: Institutions, policies; national and local governance in the digital age; human resource and staff development; science and technology ; improving the quality of life and health of people; building a socialist cultural and human life of Hai Phong; innovating state management thinking, improving the executive capacity of local authorities; aiming to build a creative, friendly, transparent government serving the people.
Deputy Head of the Standing Committee of the Hai Phong City Party Committee's Organization Committee Le Anh Dung shared that the city's cadres have developed in quantity and quality; have a strong ideological stance and political will; have ethics and a simple lifestyle; have a sense of organization and discipline; have innovative and creative thinking, dare to think, dare to do; have knowledge and leadership and management capacity. The young cadres are well-trained, have qualities, capacity and development prospects in the team of leaders and managers.
Currently, there are 583 cadres under the management of the Standing Committee of the City Party Committee; of which, 112 are female cadres, equivalent to 19.2%; 45 are young cadres (under 42 years old), equivalent to 7.7%. Regarding professional qualifications, 100% have university and post-graduate degrees, of which 454 have master's degrees, equivalent to 77.9%; 52 have doctoral degrees, equivalent to 9%...
There are 3,261 members of the commune-level Party Committee; of which 991 are female, accounting for 30.9%; 689 are young, accounting for 21.1%. Regarding professional qualifications, 7 people have college degrees, accounting for 0.02%; 1,738 have university degrees, accounting for 53.3%; 1,506 have master's degrees, accounting for 46.2%; 34 have doctoral degrees, accounting for 1.0%...
Besides the achieved results, the work of cadres and staff in Hai Phong has some limitations such as: There is a lack of cadres, especially well-trained cadres with deep expertise in some fields such as science, technology, medicine, land, environment, planning, construction, transportation...

The city's Party Committee and political system are united, have high leadership capacity and fighting spirit; the staff are exemplary in courage, intelligence and aspiration to contribute; take the lead in building a model of Socialism associated with socialist people.
To realize the strategic goal by 2030, the Hai Phong City Party Committee emphasizes that building a team of cadres is a breakthrough, in which the human factor plays a key role. On that basis, the City Party Committee's Organizing Committee proposes many synchronous and comprehensive solutions to improve the quality of cadre work, meeting the development requirements in the new situation.
The city focuses on innovating personnel work towards improving quality and efficiency; prioritizing the placement of personnel with outstanding capacity and ability to work in an international environment into leadership and management positions. Personnel evaluation is carried out consistently, multi-dimensionally, according to quantitative criteria, linked to specific products; gradually implementing work performance evaluation according to KPI index.
Training and development of cadres is carried out by job title group, focusing on the fields of artificial intelligence, technology, and international economic integration. Cadre planning is associated with training, rotation, and reasonable use, ensuring age structure and developing local cadre resources, creating a solid foundation for the city's long-term development.
The city continues to build a team of key cadres at all levels with political courage, moral qualities, and practical capacity to meet the requirements of the task. The project to build a team of cadres for the period 2026-2030, with a vision to 2035, will be implemented synchronously. Young and female cadres will be given priority in training, placement, and development opportunities. The city encourages and protects cadres who dare to think, dare to do, and dare to take responsibility for the common good; at the same time, it attracts and uses talents in key areas.
Party building work has been strengthened, combined with political and ethical education, raising the sense of responsibility of cadres and party members. The city resolutely dismisses and replaces weak and violating cadres, implementing the principle of "some in, some out, some up, some down". In particular, building a team of commune-level cadres is identified as an important, long-term task, creating a foundation for the development of the city's cadre team.
The control of power, prevention and fight against corruption and negativity in personnel work are focused.
