Completely handle outbreaks, prevent livestock diseases from breaking out in Ha Tinh

Ha Tinh authorities said the risk of lumpy skin disease in buffaloes and cows and other dangerous infectious diseases in livestock and poultry arising and spreading during Tet is very high.

On behalf of the Chairman of the Provincial People's Committee, the Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh has just signed and issued an official dispatch on directing the work of preventing and controlling livestock and poultry diseases and strengthening the prevention and strict handling of cases of smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products across the border into the province.

Regular vaccination and booster shots are effective measures in disease prevention.

Currently, the Lumpy Skin Disease (LSD) epidemic has been detected in Tung Loc commune (Can Loc), causing 14 cows to be sick (1 cow died and was destroyed) and African swine fever in Cam Quan commune (Cam Xuyen) in less than 21 days. Given the dangerous nature of the epidemic and the unfavorable weather conditions that reduce the resistance of livestock, insects and intermediate animals that transmit the disease are active, while buying, selling, transporting, and slaughtering activities to serve the Lunar New Year are increasing; therefore, the risk of LDD epidemics in buffaloes and cows and other dangerous infectious diseases in livestock and poultry arising and spreading during this period is very high.

In order to urgently control and contain the ASF epidemic in buffalo and cow herds and proactively prevent and combat dangerous infectious diseases in livestock and poultry herds to protect livestock production results, ensure supply and food hygiene and safety, especially during the 2024 Lunar New Year; at the same time, implement Official Dispatch No. 12/CD-TTg dated January 31, 2024 of the Prime Minister on strengthening the prevention and strict handling of cases of smuggling and illegal transportation of animals, animal products, livestock breeds, and aquatic products across the border into Vietnam and consider the proposal of the Department of Agriculture and Rural Development in Official Dispatch No. 356/SNN-CNTY dated February 2, 2024, the Chairman of the Provincial People's Committee requests:

Chairmen of People's Committees of districts, cities and towns direct communes, wards and towns; functional departments and branches to promptly and seriously deploy and implement regulations and synchronous solutions to prevent and control epidemics in livestock herds, ensuring supply and food safety and hygiene for consumers, especially during the Lunar New Year, the contents of Official Dispatch No. 12/CD-TTg dated January 31, 2024 of the Prime Minister, Document No. 92/UBND-NL ₅ dated January 4, 2024 of the Provincial People's Committee on strengthening the management of animal trading, transportation and slaughter; in which the following contents are noted:

- For localities with epidemics: focus on mobilizing resources to completely handle outbreaks, not allowing the disease to break out and spread. Organize inspections, grasp changes in the total livestock herd, closely monitor the situation to detect early and handle the disease promptly. Instruct and support breeders to care for and treat sick livestock promptly and safely. Strictly manage livestock with VDNC. Handle dead livestock according to regulations. Urgently organize vaccination against VDNC to contain and control the disease promptly.

- Strengthen the management of trading, transporting, slaughtering of animals, animal products, livestock breeds and aquatic products; promptly detect, prevent and strictly handle cases of smuggling, illegal transport, buying, selling, slaughtering of sick livestock, dumping of dead livestock causing disease spread and environmental pollution. Strictly handle organizations and individuals with violations in accordance with the provisions of law.

- Instruct livestock farmers to apply biosecurity and disease-safe livestock farming measures, proactively prevent diseases and hunger, prevent livestock from falling, do not hide epidemics, do not sell, slaughter, or dispose of sick or suspected sick animals...

- Assign specialized staff to stay close to the base to guide, direct, and closely monitor the disease situation in livestock and poultry to detect early, handle promptly, and absolutely not hide the disease; take samples for diagnosis, testing, and promptly handle sick livestock and poultry according to regulations.

- Prepare conditions to deploy vaccination for livestock according to Plan No. 491/KH-UBND dated November 9, 2023 of the Provincial People's Committee on disease prevention and control of livestock and poultry in 2024...

The Director of the Department of Agriculture and Rural Development directs the Provincial Department of Animal Husbandry and Veterinary Medicine and related units to monitor the situation and developments of the epidemic to advise and guide the synchronous implementation of disease prevention and control solutions. Monitor the organization and implementation of disease prevention and control in localities, promptly report to the Provincial People's Committee for direction. Advise and prepare sources of vaccines, chemicals, materials and tools to ensure timely and effective disease prevention and control.

The Provincial Border Guard Command, the Provincial Police, the Provincial Customs Department, and the Provincial Market Management Department proactively coordinate with localities and specialized sectors to strengthen measures to combat smuggling and illegal transportation of animals, animal products, livestock breeds and aquatic products across the border; promptly arrest and strictly handle violations according to regulations.

Relevant departments and branches, according to their functions and tasks, proactively coordinate with the People's Committees of districts, cities, towns, and the Department of Agriculture and Rural Development to guide, direct, inspect, and urge the implementation of livestock and poultry disease prevention and control work to ensure timely and effective food supply and food hygiene and safety for consumers, especially during the Lunar New Year.
