It has become a tradition that in the first days of the new year, residential areas in Hanoi organize people's representative conferences to discuss building cultural life at the grassroots level. In the atmosphere of the first days of the new year, Tuong Chuc village, Ngu Hiep commune (Thanh Tri district) organized a people's representative conference to discuss the construction of cultural life at the grassroots level in 2025. Mr. Vu Van Luyen - Head of Tuong Chuc village said that in 2024, the Resolution of the village's people's representative conference was focused on leadership and direction by the Party Cell. The Front Work Committee and mass organizations implemented it effectively, with the people excited, agreeing, and actively participating in response. The village's Front Work Committee has innovated and applied information technology in propaganda work in many forms, implementing the Resolution with focus and key points associated with the implementation of socio -economic development tasks of the commune, contributing to the successful implementation of the Resolution of the people's representative conference in 2024.

With the motto "People know, people discuss, people do, people check, people supervise, people benefit", the people in the village have united to participate in economic development, the average income per capita of the village reached 80 million VND/person/year; social security activities are given attention, the village has no more near-poor households. The people have truly promoted their right to mastery through participating in discussing and building cultural institutions, conventions, and local covenants associated with implementing the movement "All people unite to build a cultural life", two sets of Code of Conduct of the city and the Campaign "All people unite to build new rural areas and civilized urban areas".

Ms. Tran Thi Van - Chairwoman of the Vietnam Fatherland Front Committee of Thanh Tri district said that in order to promote the combined strength of the entire political system and society in implementing movements and campaigns, contributing to building Thanh Tri district into a rich, beautiful and civilized district, the Vietnam Fatherland Front Committee of Thanh Tri district has developed a joint plan on organizing a people's representative conference to discuss the construction of grassroots cultural life in 2025. Thereby, the people's representative conference in 2025 will be held from villages, residential groups to communes and towns, focusing on key contents including: Propagating the Resolution of the Congress of Delegates of the Vietnam Fatherland Front at all levels for the 2024-2029 term; Party Congresses at all levels for the 2025-2030 term, towards the 14th National Congress of the Party and major holidays. Propagating the results of implementing the contents of campaigns and patriotic emulation movements chaired and coordinated by the Vietnam Fatherland Front at all levels, focusing on the Campaigns "All people unite to build new rural areas and civilized urban areas", "Vietnamese people prioritize using Vietnamese goods" and various "Social Security" Funds.

According to the Plan, the conference of people's representatives at the village and residential group levels will be held from January 2 to February 28, 2025; at the commune level, it will be held from March 1 to March 10, 2025. After the conference, the People's Committees and the Vietnam Fatherland Front Committees of communes and towns will synthesize the recommendations and proposals of the people's representatives, report to relevant organizations and agencies and report to the Standing Committee of the Vietnam Fatherland Front Committee of Thanh Tri district before March 12, 2025.

In Long Bien district, to build a cultural life at the grassroots level, people's representative conferences are also held in all residential areas in the district. Therefore, the residential groups in the district have built an action program with the key contents of well implementing the Campaign "All people unite to build new rural areas, civilized urban areas" associated with building Bright - Green - Clean - Beautiful residential groups, the model of "Solidarity, consensus, security, safety, prosperity, happiness". In addition, well implement the standards and criteria for building cultural families and cultural residential groups, strive to maintain the title of cultural residential groups in 2025. Actively propagate the 6 grassroots democratic regulations, the conventions of residential groups and the decisions of the Ward People's Committee as well as strictly implement the Code of Conduct of the City People's Committee.

According to Ms. Nguyen Lan Huong - Chairwoman of the Vietnam Fatherland Front Committee of Hanoi City, to ensure that the people's congress is organized smoothly at the city level, implementing Directive No. 17 dated April 11, 2017 of the Hanoi Party Committee on strengthening the Party's leadership in the Campaign "All people unite to build new rural areas and civilized urban areas"; The key program of the entire term of the Executive Committee of the Hanoi Party Committee, term XVII, 2020 - 2025, the People's Committee - Vietnam Fatherland Front Committee of Hanoi City has issued a Joint Plan to organize the people's congress in 2025. Therefore, after organizing the conference, the People's Committee and the Vietnam Fatherland Front Committee at all levels will synthesize the recommendations and proposals of the people's congresses to reflect to relevant organizations and agencies and report to the Standing Committee of the Vietnam Fatherland Front Committee of the city. From there, paying attention to and resolving each task and each petition of the people shows the determination of the Vietnam Fatherland Front at all levels.
