The Government Office has just issued a notice of Deputy Prime Minister Tran Hong Ha's conclusion on handling air pollution and river pollution in Hanoi and Ho Chi Minh City; the National Action Plan on overcoming pollution and managing air quality for the 2025-2030 period, with a vision to 2045.
In particular, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to urgently complete and submit to the Prime Minister a comprehensive environmental pollution treatment plan, focusing on air pollution treatment in the immediate future.
Hanoi and Ho Chi Minh City - the two cities with the greatest pollution pressure - were chosen as the focus to develop plans with breakthrough solutions, which will then be replicated nationwide.

Government leaders directed investment in building and perfecting the national environmental monitoring system in a synchronous, automatic, modern direction and combining artificial intelligence AI to monitor and continuously provide data on air quality.
The Deputy Prime Minister assigned the Ministry of Industry and Trade to preside over the promulgation of national technical regulations/standards for electric vehicle charging stations installed in public places, centralized parking areas, rest stops, etc. This task must be completed before October 15.
Along with that, the Ministry of Construction reviews and issues regulations and standards on urban planning that must integrate infrastructure for green transportation, including electric charging station systems and necessary infrastructure for alternative battery charging stations, to be completed in the last quarter of 2025.
In addition, the Deputy Prime Minister noted that before October 15, it is necessary to issue national technical regulations on safety for apartment buildings (existing apartment buildings, newly built apartment buildings) with electric vehicle charging stations/posts installed.
The Ministry of Construction will coordinate with the People's Committees of Hanoi and Ho Chi Minh City to develop and submit to the Government a roadmap for developing a synchronous and modern public transport system (subway, elevated train, clean energy bus, etc.).
Units also need to propose breakthrough mechanisms and policies to attract private investment, support people in using public transport and green transport, and report to the Prime Minister in October.
The Deputy Prime Minister requested the Ministry of Construction to preside over research and propose amendments to regulations on road motor vehicle emissions inspection in the direction of tightening the management of old vehicles that do not meet environmental standards.
The Ministry of Finance is assigned to research, develop and submit to competent authorities for promulgation policies on taxes, fees, and support policies to encourage the development of green economy, circular economy, and financial support for people to switch to green vehicles and use public transport. This, as required, must be completed in the fourth quarter of 2025.
In particular, under the direction of the Deputy Prime Minister, the authorities of the two major cities of Hanoi and Ho Chi Minh City need to focus on developing and promulgating a detailed and comprehensive Action Plan with a specific roadmap, reporting to the Prime Minister before approval; promptly announce and publicize the roadmap for switching to green transport along with specific and feasible support policies for people and businesses to agree and implement.
The Deputy Prime Minister requested research and application of economic tools instead of administrative orders in the management, control and conversion of means of transport using fossil fuels, which do not meet environmental standards and regulations.
At the same time, Hanoi and Ho Chi Minh City must also review and re-plan industrial parks, industrial clusters, and craft villages; develop a roadmap, mechanisms, and policies to relocate polluting facilities out of inner-city and residential areas; research and promulgate local environmental regulations and standards at a level more stringent than national standards to protect people's health, especially in heavily polluted or densely populated areas.
