Require schools to put revenues into the common system

The Ho Chi Minh City Department of Education and Training requires schools to upload their revenues to the system for the Department to grasp and manage.

This is the content emphasized by Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, at the primary and secondary school meeting on October 4.

According to him, some cases of illegal revenue and expenditure at the beginning of the school year, such as the case of revenue and expenditure of the 1st and 2nd grade fund of Hong Ha Primary School, have had a negative impact on parents' psychology.

"There is no concept of class fund or school fund. I suggest that the Department's Planning and Finance Department guide schools to put all revenues into the system so that the Department can manage how schools collect them," said Mr. Hieu.

According to Mr. Hieu, Ho Chi Minh City is the first locality to have a resolution (Resolution 04/2023/NQ-HDND) on revenues and collection levels for services serving and supporting educational activities. Schools are instructed and trained on revenue and expenditure. Circular 16 of the Ministry of Education and Training regulating fundraising has been around for a long time and the city has its own guidelines for implementing this circular. Therefore, Mr. Hieu said that it cannot be said that the principal does not know when there is an illegal revenue and expenditure in the school.

"The principal needs to clearly understand and ensure consensus in all collection and contributions from the parent-teacher association. If he ignores or does not pay attention to giving instructions, it is the principal's fault," said Mr. Hieu.

After the incident of the 1/2 class fund of Hong Ha Primary School, Binh Thanh District, spending more than 260 in one month, most of which was not in accordance with regulations, the Department issued a document to rectify. The Department of Education and Training was assigned to advise the People's Committee of the district to direct the supervision and inspection of the revenue and expenditure situation at the beginning of the school year, and to rectify the situation of over-collection. If illegal collection occurs, the school principal will be strictly handled.

The Ministry of Education and Training and localities regularly remind about the transparency and proper implementation of financial regulations in schools. However, at the beginning of each school year, a series of issues related to revenues are reported.

Last week, Tu Hiep Secondary School in Hanoi had to return more than 160 million VND from the school's parent-student fund to parents because it was "inappropriate".
