On September 27, officials from the Department of Education and Training of Ho Chi Minh City said that through records and reports from a number of schools, there was a situation where principals "blamed" the fundraising activities carried out by the parent-teacher association. Therefore, the Department of Education and Training of Ho Chi Minh City issued urgent instructions on organizing fundraising activities in schools to ensure compliance with regulations.

The school is not authorized to authorize the Parents' Committee to solicit sponsorship.

Ms. Nguyen Thi Nhat Hang, Deputy Director of the Department of Education and Training of Ho Chi Minh City, directed schools when carrying out fundraising activities according to Circular No. 16 of the Ministry of Education and Training, in addition to applying the correct regulations, to note the following points:

Do not authorize the Parent-Teacher Association to organize fundraising activities. Do not use fundraising to force parents to contribute and do not consider fundraising as a condition for providing educational services.

The fundraising plan must be approved by the School Council and Pedagogical Council before fundraising and reported to the direct superior management agency.

Do not focus on mobilizing parents of students whose children are studying at the school, but expand the target audience for sponsorship, such as: businesses, corporations, economic organizations at home and abroad; agencies, political -social organizations, non-governmental organizations; individuals, philanthropists with a spirit of volunteering.

For financial sponsorships, schools must have a record of sponsorship receipt with a list of signatures from parents of students whose children are studying at the school at the time of sponsorship receipt. Regarding fundraising for facilities and equipment, the plan for approval must clearly define the purpose of the fundraising request; the fundraising content must clearly state the fundraising target for each item.
