The Ministry of Education and Training (MOET) plans to organize the high school graduation exam on computers at qualified locations from June 2027, while localities that do not have the infrastructure will continue to organize the exam on paper. Before that, about 100,000 candidates will participate in the trial exam on computers in April-May 2026.
Mr. Huynh Van Chuong, Director of the Department of Quality Management (Ministry of Education and Training), said that in September 2025, the Ministry will establish a Steering Committee and a Drafting Committee, and at the same time develop a project to organize a computer-based exam to submit to the Prime Minister for approval.
According to the plan, by July 2026, the Ministry of Education and Training will submit an official project to the Government . After that, the Ministry will conduct a nationwide review of facilities and necessary conditions to develop an implementation roadmap. It is expected that by the end of 2026, the Ministry will issue procedures and regulations on computer-based testing, while localities will arrange a number of pilot sites and prepare to invest in facilities for these testing sites.
The testing of exam questions will continue for several periods before the 2027 exam date. By June 2027, the computer-based high school graduation exam will be implemented at qualified locations, while the remaining locations will still organize the exam on paper.
Previously, the Government issued Resolution 281/NQ-CP, implementing Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development, assigning the Ministry of Education and Training to preside over the development of a project to organize exams - including high school graduation exams, university entrance exams, vocational education and large-scale assessments in computer-based format.
