The Hai Phong Border Guard Command, the People's Committees of coastal communes and wards, and special zones regularly notify and call on vessels operating at sea, workers on aquaculture cages and watchtowers, to use all measures to move to safe shelters; arrange to avoid collisions and sinking of vessels at anchorages. These tasks must be completed before 7 p.m.; resolutely prevent and not allow aquatic vessels and inland waterway vehicles that have entered shelters to operate during periods of strong winds and large waves (if necessary, apply coercive measures).

The Hai Phong Border Guard Command has directed the Border Guard Stations along the sea and islands to fire signal flares to call on ships to return to shelters as prescribed; and to be ready to mobilize and use ship CN-09 and other means to participate in search and rescue when requested.

Previously, the Chairman of Hai Phong City People's Committee issued a telegram directing the implementation of measures to respond to storm No. 11. According to the telegram, the Chairman of Hai Phong City People's Committee requested departments, branches and localities to absolutely not be subjective, to closely monitor storm forecasts, and to fully prepare the necessary conditions to respond promptly. Be especially vigilant against thunderstorms, tornadoes and lightning that may occur before the storm directly affects.

Strengthen propaganda so that people can grasp the storm situation, proactively prevent and ensure safety for people and property.
