The first is through the programs organized by the Overseas Labor Center under the Ministry of Labor, Invalids and Social Affairs . This is an official path and is strictly controlled by state management agencies, so workers can rest assured about its legality, reliability and safety.

Currently, the Overseas Labor Center organizes 5 major programs.

The EPS program licenses Vietnamese workers to work in Korea, focusing on the manufacturing and construction industries.

The technical internship program in Japan offers the opportunity to improve skills, techniques and work in leading companies in Japan.

Nursing and caregiving programs in Japan recruit workers to work in the health care field with good benefits and opportunities to learn professional knowledge.

The nursing worker program in Germany opens up long-term work opportunities in Germany for those who want to develop a career in the healthcare sector.

Work visa program in Taiwan with industries such as manufacturing, household services and seafarers.

Workers can look up detailed information about these programs on the official website of the Overseas Labor Center (http://colab.gov.vn).

The second way is through businesses licensed to send workers to work abroad. Currently, in Ho Chi Minh City, there are 56 businesses and 16 branches participating in this activity.

The list of licensed units is continuously updated on the website of the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City (https://sldtbxh.hochiminhcity.gov.vn). Workers can look up and choose licensed businesses to ensure their rights and limit fraud.

The third way is through a direct contract between the worker and the foreign enterprise. Usually, highly skilled workers or those who have experience working abroad can sign a contract with a foreign enterprise without going through an intermediary.

According to statistics from the Department of Labor, Invalids and Social Affairs of Ho Chi Minh City, from 2013 to September 2024, businesses licensed to operate services sending workers to work abroad in the city sent 81,804 workers to work abroad. Of these, 13,453 workers had household registration in the city, accounting for 16.45%.

The Department of Labor, Invalids and Social Affairs of Ho Chi Minh City assessed: "The economic efficiency of the service of sending workers to work abroad has gradually contributed to creating jobs, reducing poverty, increasing workers' income and improving the lives of workers' families."
