This year's tournament has 6 participating teams, including: Nghe An Radio and Television Journalists Association; Nghe An Newspaper Journalists Association; Team of resident press agencies in Nghe An (Team 1); Team of resident press agencies in Nghe An (Team 2); Cluster of Cultural - Sports - Communication Centers of districts, cities and towns in the province; Team of Lecturers of Vinh University.

According to the tournament rules, 6 teams are divided into 2 groups.

The teams will compete in a round robin format, selecting the top two teams in each group to enter the semi-finals and finals to compete for the championship.

At the opening ceremony, the Organizing Committee and sponsors Vietinbank and BIDV awarded 40 scholarships worth 40 million VND to students of Vinh University with difficult circumstances who have strived to excel in their studies.

After the Opening Ceremony, there were two opening matches between the Nghe An Newspaper Association Football Team and the Resident Press Agency Team 1 and the match between the Nghe An Radio and Television Association and the Cluster of District and City Cultural, Sports and Information Centers.
