80% of disaster recovery capital in Dak Nong has not been disbursed

On the afternoon of October 23, TUV, Vice Chairman of Dak Nong Provincial People's Committee Le Trong Yen chaired a meeting to listen to a report on the implementation of overcoming the consequences of natural disasters and landslides caused in 2023 in Dak Nong.

The disbursement of funds to overcome the consequences of natural disasters and landslides in 2023 in Dak Nong is only over 45.4 billion VND, reaching nearly 20% of the plan.

As of October 21, 2024, Dak Nong has 31 projects under construction and has completed documents and procedures for selecting contractors. The total disbursed capital for the projects and works is over 45.4 billion VND, reaching nearly 20% of the planned capital allocation.

The disbursement results were low due to many reasons. First of all, the weather in recent months has been heavy and prolonged rain, affecting the implementation of work.

The process of mobilizing households to donate land for some projects to overcome the consequences of natural disasters has encountered difficulties. The periodic reporting of implementation results by some units and investors has not been guaranteed within the prescribed time.

Regarding difficulties in capital disbursement, Chairman of Tuy Duc District People's Committee Dinh Ngoc Nhan said that during the implementation process, the district encountered difficulties in site clearance.

“Provincial Road 1 project in Quang Truc commune accounts for about 90 billion VND in allocated funds. Currently, the project is stuck with site clearance for 25 households. Among them, 2 households have permanent houses. We have been and are working on a solution, striving to disburse all capital in 2024,” said Mr. Nhan.

Representative of the People's Committee of Krong No district (Dak Nong) pointed out some difficulties in implementing works and projects.

Regarding the progress of capital disbursement, Mr. Le Trung Kien, Chief of Office of the Steering Committee for Natural Disaster Prevention and Search and Rescue of Dak Nong province, said that there are many projects and little time left.

Therefore, investors are focusing on accelerating the volume and disbursement of capital. Localities are completing investment procedures and documents related to projects.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Le Trong Yen emphasized that the remaining time of 2024 is very little, the weather is in the dry season, investors are speeding up construction progress.

By December 31, 2024, any locality or investor that fails to fully disburse and return capital to the Central Government must be responsible to the Provincial People's Committee.

For projects with few problems, investors should speed up progress, have volume, and disburse funds immediately. Along with progress, the quality of construction and projects need to be strictly controlled.

Regarding site clearance, investors should propagate and mobilize people. How to make people understand the importance of overcoming incidents, ensuring construction safety and safety for people.

“Investors must be flexible in directing and operating. The preparation of human resources to implement the project needs to be focused on. Supervision work to enhance responsibility for implementing works and projects must be promoted, minimizing the amount of capital returned to the Central Government,” Vice Chairman of the Provincial People’s Committee Le Trong Yen emphasized.
