In the immediate future, by 2025, we will achieve the goal of building 20% ​​of communes, wards, and special zones free of drugs. On the afternoon of September 15, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of An Giang province Ho Van Mung chaired an online conference to deploy, disseminate and implement Conclusion No. 132-KL/TW dated March 18, 2025 of the Politburo ; Resolution No. 163/2024/QH15 dated November 27, 2024 of the National Assembly; documents of the Central Committee, the Standing Committee of the Provincial Party Committee, the Provincial People's Committee on strengthening and improving the effectiveness of drug prevention, control and combat; building drug-free communes, wards and special zones and building Phu Quoc special zone into a "Model unit of security, order and urban civilization".

Speaking at the conference, Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung emphasized his confidence in the sense of responsibility and determination of localities and units. He said that the political system must be fully aware of the goals, targets, solutions, as well as the responsibility in implementing the tasks in accordance with the direction of the Politburo, resolutions of the National Assembly, the Government, the Standing Committee of the Provincial Party Committee, the plans of the Provincial People's Committee and the public security sector. Regarding leadership and direction, basically, all guiding documents have been issued, creating a basis for localities to carry out their tasks.

Comrade Ho Van Mung requested to strive to achieve the goal of building 100% of communes, wards, and special zones free of drugs by 2030. In the immediate future, by 2025, the goal of building 20% ​​of communes, wards, and special zones free of drugs will be achieved; the Provincial Police will advise the Provincial People's Committee to direct localities to fulfill this target.

He requested that Party committees at all levels uphold their sense of responsibility in leading and directing drug prevention and control work; and build model units for security, order, and urban civilization. This work must involve the entire political system and cannot be left solely to the police force.

Regarding the implementation progress, the Chairman of the Provincial People's Committee directed that in September 2025, localities that have not yet issued implementation plans must urgently complete them; by October 15 at the latest, a conference must be held to deploy and launch models to effectively carry out the assigned tasks, and propaganda work must be done well. For Phu Quoc special economic zone, it is necessary to continue to deploy models on security, order and urban civilization...

Strive for all communes, wards and special zones to be drug-free by 2030

Deploying documents at the conference, Colonel Nguyen Nhat Truong, Deputy Director of An Giang Provincial Police, said that the Provincial People's Committee proposed a plan to build drug-free communes, wards, and special zones in the period of 2025 - 2030 in An Giang province, striving to achieve the goal of building at least 20% of commune-level administrative units free of drugs by the end of 2025 and reaching 100% by 2030.

The breakthrough solution is to concentrate all resources on managing and educating drug-related groups under management so that they do not repeat drug-related violations; and to prevent the supply and reduce the demand for drugs in the locality.

To implement assigned tasks on schedule, ensure clear people, clear work, clear responsibilities, clear time, clear results, clear authority and maximize efficiency, An Giang Provincial People's Committee divided into 2 implementation phases.

Phase 1 from the date of plan issuance to December 14, 2025: Focus on reviewing and promoting implementation measures, striving to build 20% of communes, wards, and special zones free of drugs by 2025.

Phase 2 from December 15, 2025 onwards: Continue to maintain drug-free communes, wards, and special zones in 2025; strive to increase the number of drug-free communes, wards, and special zones by 25% - 30% annually; by 2030, reach 100% of drug-free communes, wards, and special zones.
