On the afternoon of January 3, 2025, the Standing Committee of Bac Giang Provincial Party Committee held a meeting with leaders of Business Associations and a number of enterprises in the province on the occasion of the New Year 2025.
Attending the meeting were comrades: Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Thi Huong - Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Nguyen Viet Oanh - Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Committee; Lam Thi Huong Thanh - Standing Vice Chairwoman of the Provincial People's Council; Mai Son - Standing Vice Chairwoman of the Provincial People's Committee; Nghiem Xuan Huong - Vice Chairman of the Provincial People's Council; Phan The Tuan - Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of departments, branches and sectors in the province.
Providing general information on the results of the implementation of the socio-economic development plan in 2024, Vice Chairman of the Provincial People's Committee Phan The Tuan said that in 2024, Bac Giang implemented the socio-economic development plan in a context of many difficulties and unpredictable fluctuations, but with the close and timely leadership and direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and the consensus of the people and support of the business community, the province has achieved many important and comprehensive results in all fields.
The province's economic growth rate reached 13.85%, ranking first in the country. The economic scale GRDP reached 207 trillion VND, ranking 12th in the country, leading the Northern Midlands and Mountains region. Industrial production continued to be the main driving force for economic growth. Production value reached more than 705 trillion VND, exceeding the annual plan by 5.9%.
The province's investment and business environment has been improved. The provincial competitiveness index ranks 4th in the country. In 2024, the province attracted more than 2.14 billion USD in converted investment capital, ranking 10th in the country in attracting foreign direct investment. The province's total import and export turnover reached 60 billion USD, an increase of 14.5% compared to 2023.
Total state budget revenue reached more than 20.4 trillion VND, exceeding 30.8% of the estimate assigned by the Central Government and 27.5% of the estimate assigned by the Provincial People's Council. The management of public investment capital plans was carried out seriously and resolutely, and investment efficiency was improved. In 2024, the province disbursed more than 9,180 billion VND of public investment capital, equivalent to 97.8% of the total capital plan.
Infrastructure of industrial zones and clusters has received investment attention. Up to now, the whole province has 12 industrial zones with an area of over 2,800 hectares. The transportation network continues to receive investment attention in a synchronous and modern direction, increasing the connectivity between localities inside and outside the province, contributing to promoting socio-economic development in the area. The arrangement of administrative units of the province has been implemented effectively, ensuring publicity, democracy and compliance with regulations.
Social security work is implemented practically, promptly and effectively, people's lives are improved. The poverty rate of the whole province is 1.73%, down 0.9% compared to 2023, lower than the national average. The education and training sector has developed comprehensively. National defense and security work has been deployed synchronously and comprehensively. Political security, order and social safety are maintained and stable.
At the meeting, the enterprises highly appreciated the attention and support of the leaders of Bac Giang province and the departments, branches and sectors that have created favorable conditions for enterprises to implement investment projects, production and business in the area. At the same time, they hoped that the province would continue to pay attention to reforming administrative procedures, creating favorable conditions for enterprises; directing localities and relevant agencies to speed up the progress of site clearance for investment projects, and soon hand over clean land to enterprises.
Some opinions suggested that the province continue to improve the investment and business environment, accompany and promptly remove difficulties when enterprises propose. In particular, it is necessary to carefully review the difficulties of enterprises related to land, planning, etc. that have existed for many years to have measures to remove them, avoid the situation of shifting responsibility and fear of responsibility. Along with that, when the province implements new regulations related to enterprises in the locality, it is necessary to widely disseminate them to enterprises to grasp and apply them in practice, to avoid violations... Speaking here, Comrade Nguyen Viet Oanh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee received the opinions of enterprises and delegates, and at the same time stated that the Provincial People's Committee will continue to pay attention and direct relevant agencies and localities to have solutions to promptly remove difficulties, creating a favorable investment and business environment for enterprises. He hopes that in 2025, the business community will promote the spirit and results of the past time, have further breakthroughs, contributing to promoting the socio-economic development of the province.
Speaking at the meeting, Provincial Party Secretary Nguyen Van Gau emphasized that, looking back at 2024, enterprises in the province have made efforts to overcome difficulties, take advantage of opportunities, strive to rise up, and keep up with the development trend. Enterprises have created jobs, ensured income for hundreds of thousands of workers; actively contributed to the transformation of economic structure, labor structure, and increased budget revenue. Enterprises also actively accompanied social security activities; actively supported and joined hands with Party committees and authorities at all levels to eliminate temporary and dilapidated houses for poor households, near-poor households, and meritorious people; actively supported overcoming the consequences of storms and floods; actively supported the establishment of funds for the poor; humanitarian charity funds; gave gifts to policy families; gave Tet gifts to poor households; helped and supported the movement to encourage learning and talent; Joining hands to build new rural areas... There are more and more effectively operating businesses, many successful businessmen, becoming important nuclei, actively contributing to the overall development of the province.
On behalf of the provincial leaders, Provincial Party Secretary Nguyen Van Gau praised and thanked the business community and entrepreneurs for their efforts to overcome difficulties, actively supported and made extremely important contributions to the province's development process in the past year.
The Provincial Party Secretary said that the opinions expressed were all very accurate, showing the concerns and enthusiasm of associations and businessmen for the development of the business community in particular and the development of the province in general. This is a very important and useful source of information, helping provincial leaders understand more clearly and comprehensively the difficulties, obstacles and practical issues facing businesses so that the province can continue to have directions, orientations, and propose appropriate and effective mechanisms, policies and solutions.
He informed that Bac Giang is on the path of development, the province's potential and advantages are very large and diverse, not only in the industrial production sector but also in the service and agricultural sectors. The provincial leaders always identify the development of enterprises and entrepreneurs as the main driving force to promote the socio-economic development of the province. Accordingly, the province determines to continue to focus on removing obstacles and shortcomings related to legal regulations, policies and mechanisms; focus on promoting administrative reform, improving the investment and business environment, building a truly open, equal, public and transparent investment and business environment; promoting digital transformation to bring businesses and investors the best services and utilities. In particular, the province continues to focus on building and improving the quality and sense of responsibility of cadres and civil servants; tightening administrative discipline and order, strictly handling cadres and civil servants with negative behaviors, harassment, causing troubles and difficulties for businesses.
He suggested that the Provincial Business Association should strengthen its role as a bridge between businesses and local authorities. Strengthen links and cooperation between businesses and businesses, between businessmen and businessmen; use the advantages of one business to compensate for the limitations of another. Cooperation and association will help businesses bond, organize into production chains, supply chains, increase product value, increase competitiveness in the market, thereby bringing benefits to all participating parties. He requested the Provincial People's Council, Provincial People's Committee and provincial departments and agencies to always pay attention to accompanying and removing difficulties for enterprises. Continue to develop plans to organize meetings and dialogues more frequently with enterprises; consider and resolve the opinions of enterprises as soon as possible, quickly, clearly, publicly and transparently. Continue to research and promulgate or submit to the Provincial People's Council for promulgation, or amend the province's mechanisms and policies that are no longer suitable. Actively support enterprises, especially small and medium enterprises, to promote and seek markets for their products, support enterprises in accessing loans from banks to serve production and business development; have appropriate solutions, mechanisms and policies to attract workers and provide vocational training for workers, meeting the labor needs of enterprises; strengthen security and order in industrial zones and clusters.
Continue to direct the effective implementation of tasks and solutions to promote the improvement of the investment and business environment; improve the business environment, enhance provincial competitiveness; focus on rectifying areas and indicators that enterprises report as weak or troublesome, and resolutely replace officials who do not meet task requirements.
Thoroughly grasp and promote the sense of responsibility, change the thinking, awareness, and attitude of each cadre, party member, civil servant, and public employee in serving enterprises and investors; strictly implement discipline, administrative discipline, build office culture, and public ethics in the process of performing tasks. Departments and branches must proactively take part, and localities must directly participate in removing difficulties for enterprises. In particular, it is necessary to strictly manage cadres and civil servants, fight against indifference, negativity, harassment, and making things difficult for people and enterprises.
