Bac Ninh: Effectiveness of "three agriculture" credit programs

Increase investment in agriculture and rural areas

With the motto of focusing capital on "agriculture and rural areas", in recent years, Agribank branches in the province have directed their affiliated units to implement by region, expand lending subjects, simplify loan application procedures to the maximum, and flexibly apply loan guarantee measures in accordance with the direction of the Government and the Governor of the State Bank of Vietnam. In particular, proactively adjusting loan interest rates to be 1-3% lower per year than the normal interest rate to encourage and support customers to use capital.

According to Mr. Nguyen Hoang Giang, Director of Agribank Bac Giang II Branch, in recent years, despite facing many difficulties and challenges due to competition with commercial banks and credit institutions in the area, the unit has always closely followed the instructions of superiors, prioritizing capital sources for the "three agriculture" sector. As of the end of August 2025, the total outstanding loans for agriculture, rural areas and farmers of the Branch reached more than 15,500 billion VND with nearly 36,000 customers. In particular, for the loan program for agriculture, forestry and fishery under the direction of the State Bank, the Branch has disbursed nearly 1,300 billion VND with 453 loans, with the lowest loan interest rate from 4.8%/year.

Similar to Agribank Bac Giang II Branch, other branches in the area, such as Bac Giang, Bac Ninh and Bac Ninh II Branches, are also actively implementing the "three-agricultural" credit package; currently, the total outstanding debt has reached more than 60,000 billion VND, accounting for nearly 90% of the total outstanding debt of all loan programs. In addition, the branches also deploy more than 200 convenient banking products and services, actively contributing to the development of the non-cash payment market, improving access to banking services for the economy, especially in agricultural and rural areas.

Improve people's quality of life

With the loan capital from Agribank, the clean agricultural production model in the direction of high technology of Ms. Nguyen Thi Tram, Nhat Trai village, Trung Chinh commune has brought high economic efficiency. Since 2014, thanks to the loan capital from Agribank Luong Tai Branch - Bac Ninh, initially only a few tens of millions of VND, then a few hundred million VND, now the bank has increased the loan limit to 7 billion VND, Ms. Tram boldly converted from the farm economic model to Hai Phong Agricultural Import-Export Company Limited specializing in the production and export of agricultural products. Realizing the importance of clean food production, since the establishment of the company, Ms. Tram has aimed to produce vegetables, tubers and fruits according to VietGAP standards. Up to now, the Company has built 1.3 hectares of greenhouses, 0.7 hectares of net houses and expanded more than 10 hectares specializing in growing vegetables of high economic value, creating jobs for 30-60 local workers.

For Ms. Nguyen Thi Nguyen, Tan Moc village, Luc Son commune, thanks to the preferential loan capital of the "three-agricultural" credit package, her family also has "food and savings" from wood processing activities. In 2021, after registering a wood processing business, Ms. Nguyen completed loan procedures and was approved by Agribank Luc Nam - Bac Giang II Branch for a loan of 3 billion VND to invest in building a wood peeling factory and buying eucalyptus and acacia forests for processing materials. It is known that after each loan cycle, paying off the principal and interest, Ms. Nguyen completes loan procedures again from Agribank Luc Nam - Bac Giang II Branch. Each time she completes loan procedures, the limit is about 3 billion VND, but in reality, she requests to disburse as much as the actual need, both to avoid risks in investment and to avoid having to pay high interest rates.

Thanks to the effective use of loans, Ms. Nguyen's family has the conditions to expand the factory. Currently, her family regularly hires 10-12 local workers with an average salary of about 10 million VND/month. Mr. Le Xuan Truong, Director of Agribank Luc Nam - Bac Giang II Branch, said: "In order to create conditions for people to access loans for investment in production and business, we regularly coordinate with local organizations to establish loan groups. This is the "extended arm" of the Branch in disseminating and propagating credit policies in a timely manner, while guiding and motivating households to manage and use loans effectively."

In the province, there are also tens of thousands of farming households and thousands of small and medium-sized enterprises operating in the agricultural and rural sectors that have been able to borrow capital, creating leverage to promote economic development; exploiting local potential, maintaining and promoting the development of craft villages and traditional industries, creating new jobs, and increasing income for people.

Consistent with the goal of serving “three farmers”, Agribank branches in the province continue to be proactive, fully preparing capital to meet lending needs in the fields of agriculture, rural areas, and farmers. In particular, focusing on lending to priority areas: High-tech agriculture, clean agriculture; processing, exporting agricultural, forestry, and fishery products; building advanced new rural areas...

In order to make investments focused, targeted, and highly effective, Agribank branches always closely follow the socio-economic development orientation of the province; perform well the role of a bridge, bringing economic development policies in general, and agricultural and rural economy in particular, into life. Thereby, together with other commercial banks and credit institutions in the area, promoting the process of economic restructuring, job creation, income increase, and improving the quality of life of people in rural areas.
