A quick report from the Department of Dykes and Natural Disaster Prevention and Control updated as of 3 p.m. on September 29 said that on sea dykes and river dykes from Quang Ninh to Quang Ngai, there are currently 65 key locations of vulnerable dykes.

Of which, Quang Ninh has 2 positions, Hai Phong 8, Hung Yen 9, Ninh Binh 9, Thanh Hoa 1, Ha Tinh 15, Quang Tri 14, Thua Thien Hue 4, Da Nang 3.
The sea dykes are currently designed to withstand level 9-10 storms and 5% tides. In the event of a level 12 storm with gusts of level 15 (exceeding the design level), there is a high risk of insecurity.
The entire route currently has 6 unfinished construction projects, including: Hai Phong (2), Hung Yen (1), Ninh Binh (1), Hue (1), Da Nang (1).
Localities are urgently reinforcing and ensuring safety for key locations, especially the dike lines facing the sea, low elevation such as: Dong Minh dike (Hung Yen); Con Tron, Hai Thinh sea dike, Thinh Long dike (Ninh Binh); Quang Nham, Hai Binh dike (Thanh Hoa); Dien Thanh, Quynh Tho, Long Thuan dike (Nghe An); Nghen left dike, Cam Nhuong dike, Hoi Thong dike (Ha Tinh); Vinh Thai sea dike (Quang Tri)...
In the Red River basin, the water levels of Son La, Hoa Binh, Tuyen Quang and Thac Ba lakes are all 0.4m-2.6m lower than normal flood levels. The total remaining capacity to cut floods is more than 1,300 million m³, of which the largest is Son La lake (616 million m³), followed by Hoa Binh (459.18 million m³). Thac Ba lake is currently opening two spillway gates since September 23.
In the central region, many large lakes still have significant flood capacity. In the Ma River basin, Trung Son Lake has 110.58 million m³, Hua Na 99.7 million m³, and Cua Dat 99.36 million m³. In the Ca River basin, Ban Ve Lake has 261.93 million m³, and Ngan Truoi 312.56 million m³. In the Huong River basin, Huong Dien Lake has 85.46 million m³, and Ta Trach 224.55 million m³.
Reservoirs are being operated according to procedures, coordinating with other reservoirs to ensure safety of works and downstream areas in the context of complicated flood and rain developments.
For Hoa Binh Lake, at 12 noon on September 29, the upstream water level of the lake was at 114.27m, the downstream water level was 11.29m; the water flow to the lake reached 10,566m³/s, the total discharge to the downstream was 2,167m³/s. Implementing the Inter-reservoir Operation Procedure on the Red River Basin according to Decision No. 740/QD-TTg dated June 17, 2019 and Decision No. 922/QD-TTg dated May 14, 2025 of the Prime Minister, the Minister of Agriculture and Environment ordered the Director of Hoa Binh Hydropower Company to open 1 bottom spillway gate of Hoa Binh reservoir at 8:00 p.m. on September 29, 2025. |
