Dear comrades of the Provincial Party Executive Committee,

Dear comrades, former Provincial Party Committee members and above through the periods, dear all comrades!

Today, the Provincial Party Committee organized an expanded Provincial Party Executive Committee Conference and met with former Provincial Party Committee members and above through the periods - those who have made many contributions to the revolutionary cause and the construction and development of Gia Lai province over the past years. This is a special occasion, taking place at a very meaningful and important time, when our province is entering the preparation stage to end the more than 93-year historical journey (May 24, 1932) to officially merge with Binh Dinh province, forming a new Gia Lai province.

Dear comrades!

In the past time, implementing the central government's major policy on administrative unit arrangement, Gia Lai province has urgently and synchronously deployed tasks and achieved positive results. Up to now, the arrangement of commune-level administrative units has been completed (from 218 communes and wards including 180 communes, 24 wards, 14 towns reduced to 77 communes and wards including 08 wards and 69 communes; 141 commune-level administrative units have been reduced, reaching 64.68%, of which 16 wards and 125 communes and towns have been reduced).

Along with that, the province has paid special attention to the preparation work for the arrangement of provincial-level administrative units and has been seriously implemented in accordance with the Central Government's direction. The province has closely coordinated with Binh Dinh province and central agencies to develop a merger plan, ensuring strictness, science, rationality, and maintaining stability in terms of organizational structure, personnel, political system, national defense, security, and people's lives in the whole province. Up to now, all preparations for the ceremony to announce the merger of the two provinces have been basically completed (held together with the whole country at 8:00 a.m. on June 30, 2025).

On July 1, 2025, Gia Lai province and Binh Dinh province will officially merge, forming a new province called Gia Lai province according to the Resolution of the Central Committee and the Resolution of the National Assembly . The administrative center is located in Quy Nhon city, Binh Dinh province today.

At this moment, surely each of us has many thoughts, worries, even anguish when saying goodbye to an administrative unit - a place where we have been attached, devoted and grown up. But we have the right to be proud of the journey that the Party Committee, the government and the people of Gia Lai province have gone through - with many hardships, challenges, as well as the comprehensive results that we have achieved.

The merger of the two provinces is not the end of a journey, but a new beginning - the beginning of a strong and harmonious development between the highlands and the coast, between the strengths of agriculture, industry and services, between the depth of tradition and the aspirations of modernity. This is the time for us to be more united, more courageous, more responsible for the long-term interests of the people.

To prepare for the time of provincial merger, from now until July 1, 2025, we need to focus on implementing a number of key tasks as I stated in my concluding speech at the 20th Conference of the Provincial Party Executive Committee held earlier.

In particular, it is necessary to focus on: (1) Reviewing, consolidating and smoothly operating the new apparatus after the reorganization, ensuring that all activities take place normally. (2) Urgently completing the preparation of personnel, finance, facilities, digital data, document systems... to serve the unified organization and management after the provincial merger. (3) Strengthening ideological work, grasping the situation of cadres, party members and people, especially in sensitive areas and fields; promptly resolving legitimate petitions, not allowing hot spots and prolonged complaints to occur. (4) Proactively coordinating closely with Binh Dinh province to deploy common tasks, ensuring the successful organization of the 2-province merger conference on June 30. (5) Ensuring national defense, security and absolute safety during the transition period, especially in key areas, ethnic minority and border areas.

Dear all comrades!

Throughout its history, Gia Lai has demonstrated its resilience, solidarity and creativity to overcome all difficulties and challenges. I believe that, with that tradition, with the foundation of solidarity and the aspiration for innovation and development, the Party Committee, government and people of our province will continue to make worthy contributions to the development of the new Gia Lai province - a province strong in economy, politically sustainable, rich in cultural identity and solid in national defense and security.
