In 2023, thoroughly implementing the direction of the Politburo , the Secretariat, the Central Steering Committee 35, the Central Steering Committee for External Information Work, the Provincial Party Standing Committee, the Provincial Steering Committee 35 and the Provincial Steering Committee for External Information Work have seriously implemented the tasks according to the set plan, achieving many results.

Notably, it has directed and organized effective information and propaganda on holidays, anniversaries, and important political events of the country and the province in 2023. It has directed and effectively organized the study, dissemination, implementation, interim and final review of the implementation of resolutions and directives of the Party with content on protecting the Party's ideological foundation, fighting and refuting erroneous and hostile viewpoints and foreign information.

The 35 Provincial Steering Committees have actively directed the synchronous implementation of solutions to protect the Party's ideological foundation and fight against erroneous and hostile viewpoints. They have closely and synchronously combined solutions between socio -economic development, ensuring social security with propaganda and political and ideological education, attaching importance to and directing the good implementation of setting an example of ethics and responsibility in performing public duties of cadres, party members, civil servants, and public employees, especially leaders. Proactively grasping the ideological situation and public opinion, early detecting emerging problems, forecasting and proposing solutions to fight and prevent quickly, sensitively, and promptly.

The Provincial Steering Committee for External Information has directed innovation and organized many foreign affairs activities; welcomed many foreign delegations to visit and work in the province, including many high-level delegations, associated with establishing relationships, enhancing exchanges, cooperation and investment promotion between Ninh Binh province and localities in the country and other countries in the world. Many tourism, cultural, artistic, physical education and sports activities and events, national and international scientific conferences have been successfully organized, both serving the political tasks of the province, promptly meeting the needs of the people, and contributing to promoting and introducing the potential and advantages of the province and increasing investment attraction.

Discussing at the conference, delegates clarified the results achieved, shared experiences in protecting the Party's ideological foundation, fighting and refuting wrong and hostile viewpoints and foreign information work. Delegates also raised difficulties and obstacles, proposed and recommended a number of contents that need the attention of leadership and direction of the Provincial Steering Committees to improve the quality and effectiveness of work in the coming time.

Concluding the conference, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the 2 Steering Committees affirmed: The work of protecting the Party's ideological foundation, fighting and refuting wrong and hostile viewpoints and the province's foreign information work has continued to receive attention, close and serious leadership and direction from Party committees and authorities at all levels in the province, achieving many positive results, thereby contributing to maintaining political and social stability; creating excitement, trust and consensus among the people, successfully implementing the province's political tasks in 2023.

Emphasizing the key tasks of Steering Committee 35 in 2024, he suggested that in addition to the tasks mentioned in the draft report, it is necessary to continue to direct the dissemination and effective implementation of the Party's resolutions, directives and conclusions on protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints; in which, clearly defining the roles and responsibilities of the leaders and each cadre and Party member in performing this work.

Strengthening propaganda work to raise awareness and vigilance for cadres, party members, civil servants, public employees and people of all walks of life with various forms, types and means; especially promoting the effectiveness of information technology, propagating and spreading positive and official information on the Internet, social networks, etc., contributing to creating a stable political environment, attracting investment and developing the province's socio-economy.

Strengthening the understanding of the thoughts of cadres, party members and people; taking measures to propagate and educate, prevent and handle the making of statements, providing information, sharing and making contradictory comments on social networks; ensuring the maintenance of political security and social order and safety in the area. Paying special attention to grasping the thoughts of cadres, party members and people in the arrangement of administrative units at district and commune levels in the province for the period 2023 - 2030; preparing for the organization of Party Congresses at all levels towards the 23rd Provincial Party Congress and the 14th National Congress of the Party.

Increase the production of sharp, theoretically and practically based, persuasive articles and reports to combat and refute wrong, bad, and toxic viewpoints, contributing to protecting the Party's ideological foundation; continue to improve the quality of activities of Steering Committee 35 at all levels.

Regarding the Steering Committee for External Information Work, he suggested that it is necessary to continue to effectively implement the guidance and direction documents of the Central Government and the province on external information work; ensuring effectiveness, substance, and suitability to the characteristics of the situation of the province and each locality and unit.

The provincial press agencies continue to improve the quality of the content of radio and television programs on foreign affairs information; promptly report on foreign affairs events of the Party, the State and the province. In particular, spend a lot of time promoting the potentials, advantages, foreign policies of the province, safe and favorable investment environment; promote propaganda and promotion of tourism and culture of Ninh Binh. Regularly coordinate closely with the central press agencies and provinces and cities across the country to build, edit, broadcast, and post programs, news, information and propaganda articles about the province; contribute to enhancing the image of Ninh Binh land and people to domestic and international friends.

Strengthen professional training for cadres and civil servants working in foreign information in the province. Actively fight against the distortions of hostile forces, contributing to strengthening people's trust in the correct foreign policy of the Party and State, maintaining political stability, and successfully implementing the socio-economic development tasks of the province.

Pay attention to investing in information products, promoting the potential, strengths, investment in socio-economic development, and cultural identity of Ninh Binh in foreign languages. Actively and effectively participate in national press awards launched by the Central Government.

Along with constantly innovating and improving the quality of the two Steering Committees' activities, he suggested that it is necessary to do a good job of praising and rewarding collectives and individuals with outstanding achievements in protecting the Party's ideological foundation, fighting and refuting wrong and hostile viewpoints and in the province's external information work.
