On the afternoon of June 13, the Working Group of the National Assembly's Supervisory Delegation, headed by Mr. Pham Phu Binh, Standing Member of the National Assembly's Foreign Affairs Committee, had a working session with the Provincial People's Committee on the topic "Implementation of the National Assembly's resolutions on national target programs in Dak Lak ".

On the provincial side, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Ha chaired the meeting; attending were members of the Steering Committee for National Target Programs (NTPs) of the province.

Reporting at the working session, the Provincial People's Committee said that after two years (2021 - 2022) of implementing the National Target Programs for the period 2021 - 2025, despite many difficulties, with the efforts of the entire political system from the province to the grassroots, Dak Lak has well implemented the set targets, goals and plans, contributing to the socio-economic development in the province.

Of which, the National Target Program on New Rural Development (NTM), by the end of 2022, in the province, there are 79 communes meeting 19 criteria; 17 communes meeting 15-18 criteria; 49 communes meeting 10-14 criteria; 7 communes meeting 5-9 criteria. Regarding the National Target Program on Sustainable Poverty Reduction, by the end of 2022, the poverty rate is nearly 11% (54,689 households), down nearly 1.9% (8,953 households) compared to the end of 2021; the poverty rate in poor districts is more than 39% (15,488 households), down nearly 5.7% (exceeding the set target of a decrease of 4-5%).

Regarding the National Target Program on socio-economic development in ethnic minority and mountainous areas, with 10 projects implemented in socio-economic fields, the poverty rate among ethnic minorities has been reduced to more than 23% (35,982 households), down nearly 3.7% (5,533 households) compared to the end of 2021...

The total state budget capital allocated to implement national target programs in Dak Lak from 2021 to 2023 is over 3.4 trillion VND, of which: New Rural Construction Program over 1 trillion VND; Sustainable Poverty Reduction Program nearly 700 billion VND; Socio-economic Development Program for Ethnic Minority and Mountainous Areas over 1.6 trillion VND.

At the working session, members of the Working Group, leaders of the Provincial People's Committee and some members of the Steering Committee for National Target Programs of the province discussed the difficulties and obstacles in implementing projects and sub-projects under the National Target Programs, such as: documents guiding the implementation of programs were not timely, the funding sources for implementing programs were allocated slowly, so the implementation of projects and models did not meet the planned progress; the lack of specialized staff, the lack of close coordination between departments and branches, and some regulations of policies were not suitable to the reality of Dak Lak, leading to difficulties in implementing National Target Programs effectively.

On behalf of the Working Group, Comrade Pham Phu Binh, Standing Member of the National Assembly's Foreign Affairs Committee, highly appreciated the efforts of Dak Lak province in implementing the National Target Programs. At the same time, the Working Group took note of the recommendations and difficulties of the locality to synthesize and recommend the Central Government for timely adjustments. The Working Group also requested Dak Lak to analyze and clarify the causes of difficulties and propose solutions to effectively implement the National Target Programs in the coming time.

Previously, the Working Group conducted a field survey and worked with M'Drắk district, the Department of Agriculture and Rural Development, the Department of Labor, War Invalids and Social Affairs, and the Ethnic Minorities Committee on the implementation of national target programs.
