Building a transparent, modern, and people-friendly administration

Dak Lak has been synchronously implementing many solutions to create an effective, transparent, and people-friendly administrative system to promote local socio-economic development.

When the two-level local government model came into operation, administrative reform (AR) work was always focused on by agencies and localities in the province, actively and synchronously implementing tasks from organizational structure, personnel to operating regulations to ensure smoothness, continuity, and timely response to the requirements of serving people and businesses.

In the province, digital government is not simply providing online public services but also aiming at a smart, serving government model. One of Dak Lak 's most outstanding efforts in this journey is to promote digital transformation in management and administration. The province has put into operation the online monitoring Dashboard system from commune, ward to provincial levels. This system has connections, integration and surveillance cameras at 102/102 commune/ward public administration service centers to provide a real-time overview and visual view of the operating situation at the grassroots level. Based on synthesizing data from available systems and integrating with the province's two-level reporting system, the system helps to automatically update and minimize paper reports. Provincial leaders use the system to monitor the daily "green, red, yellow" heat map, grasp "hot spots", view details of indicators that need improvement and compare and evaluate the effectiveness between units. This helps to allocate resources appropriately and promptly remove bottlenecks in the process of performing tasks.

In addition, Smart Virtual Assistants are also deployed to support people, businesses, and civil servants in handling public administrative procedures. Digital application sets help work to be updated in real time. Thanks to that, provincial officials grasp the difficulties of commune and ward levels and shift from the role of directing and inspecting to accompanying and supporting. At the same time, commune and ward officials shift from the role of administrative management to serving the people, taking people's satisfaction as a measure of work efficiency.

The implementation of e-government and digital government has created a "push" for administrative reform, towards a serving government, improving the satisfaction of people and businesses. The application of information technology not only helps shorten the time to process administrative procedures but also creates transparency and efficiency. Online public services have been widely deployed, allowing people and businesses to conduct transactions from anywhere, anytime without having to go to state agencies. Currently, the Provincial Public Service Portal has publicized all 2,168 administrative procedures, of which 1,946 have been integrated and provide online public services.

The publicity and transparency of processes and procedures on the electronic information portal of the province and departments and branches has helped people easily look up and monitor. This creates an important "link", connecting the government with the people, thereby enhancing accountability and trust.

Up to now, after more than 2 months of operation, the public administrative service centers at all levels have maintained a timely file processing rate of over 98%; the satisfaction rate in receiving and processing administrative procedures reflected on the National Public Service Portal has reached 91%. At 16 provincial agencies, the rate of processing administrative procedures before and on time has reached 98.4%.

Along with that, Dak Lak province is interested in investing and completing infrastructure for science , technology, innovation and national digital transformation. The total development investment capital in 2025 from the central budget and provincial budget is 304,230 million VND for 2 key projects: Dak Lak province's digital transformation infrastructure construction project for the period 2021-2025, with a vision to 2030 and the project of applying information technology in the activities of Dak Lak province's Party agencies, period 2021-2025.

According to statistics on the National Public Service Portal, the results of the Index of serving people and businesses in performing administrative procedures and providing public services after the merger of Dak Lak province reached 83.19 points, ranking 14th out of 34 provinces and cities. Standing Vice Chairwoman of the Provincial People's Committee Ho Thi Nguyen Thao said that these initial results not only mark a new step forward in the digital transformation process of Dak Lak province, but also demonstrate the province's proactiveness, creativity, and strong determination in building a modern, open, transparent administration, serving people and businesses more effectively, meeting the development requirements of the province in the new period.
