Speaking at the ceremony, Deputy Minister of Natural Resources and Environment Tran Quy Kien said: Carrying out the task assigned by the Prime Minister to the Ministry of Natural Resources and Environment on ensuring the source of filling materials for the construction of highways and urban traffic infrastructure in the Mekong Delta, the Ministry of Natural Resources and Environment has developed, approved and implemented the Project on assessing mineral resources for sand exploitation to meet the needs of filling highway projects and urban traffic infrastructure in the Mekong Delta and assigned the Vietnam Geological Survey to preside over the implementation. After a period of implementation, up to now, the Vietnam Geological Survey has completed the assessment of sand resources in area B1 of Soc Trang province, phase 1 of the Project on assessing sand resources for highway projects and urban traffic infrastructure in the Mekong Delta and organized the handover of documents to the agencies and functional units of Soc Trang province.

“The completion of phase 1 of the project to assess sea sand resources in Soc Trang province will contribute to meeting the needs of filling up highway projects and urban transport infrastructure in the Mekong Delta region and is suitable for the current situation when river sand is facing difficulties. However, we must perform our functions and tasks well, in accordance with regulations. Before proceeding with exploitation, we must register capacity; limit exploitation; apply appropriate exploitation technology in accordance with meteorology and oceanography, minimize damage to the environment; carry out monitoring work...; resolutely not exploit sea sand for sale outside” - Deputy Minister of Natural Resources and Environment Tran Quy Kien emphasized.

Also at this ceremony, Mr. Tran Van Lau, Chairman of the People's Committee of Soc Trang province, said that in the past, some works and projects have been delayed due to lack of filling materials. Today, the Ministry of Natural Resources and Environment organized the handover of the results of the assessment of sea sand resources in area B1 of Soc Trang province under the Project of assessing sea sand resources for highway and transport infrastructure projects in the Mekong Delta region. Not only Soc Trang province but also localities in the Mekong Delta region were happy. With the volume of sea sand of about 680 million m3 in area B1, it will ensure the filling materials not only for highway projects passing through Soc Trang but also for the entire Mekong Delta region.

“Sand exploitation activities have no precedent in the province, so the implementation of procedures and processes according to regulations will face many difficulties. Therefore, in the coming time, Soc Trang province hopes that the Ministry of Natural Resources and Environment, the Ministry of Transport and other relevant agencies and units will continue to support and guide Soc Trang province to implement procedures and processes in accordance with regulations, in order to soon deploy sand exploitation in the province, serving key projects and works” - Chairman of Soc Trang Provincial People's Committee Tran Van Lau said.

According to the representative of the Vietnam Geological Survey (Ministry of Natural Resources and Environment), implementing the Project to assess sea sand resources for highway and transport infrastructure projects in the Mekong Delta region, from the beginning of 2023 to now, the unit has also focused on field construction, at the same time, assessing sea sand resources in area B1 and implementing some mineral assessment work in areas B2 - B4. As of early November 2023, the implementation of the Project to assess sea sand resources in area B1 of Soc Trang province has been completed and has been appraised by the Ministry of Natural Resources and Environment.

Regarding the results of the assessment of sea sand mineral resources in area B1, a sea sand mineral body with an area of ​​160.3 km2 was identified, distributed right on the seabed surface; the mineral body structure is fine-grained, loose sand, mixed with little powder; the uniformity of composition and grain size is quite high; the thickness of the sand body is from 2.0 - 7.3 m, average 4.3 m; total sand content is from 70.7 - 96.5%, average 82.8%; the coefficient of variation of thickness is 28% and content is 10%, very stable; sea sand in area B1 meets the requirements for urban infrastructure filling materials according to TCVN 5747:1993; meets the basic criteria for filling materials for automobile roadbeds according to TCVN 9436:2012
In addition, the Vietnam Geological Survey has also assessed that the mineral resources of sea sand for level 333 and level 222 filling materials reach 680 million m3, of which level 222 resources are 145 million m3.

Comparing the characteristics of sea sand in the sea area of ​​Tra Vinh province and the sea area of ​​Soc Trang province exploited and piloted by the My Thuan Project Management Board (Ministry of Transport) for use in highway construction with sea sand in area B1 shows that the physical and mechanical indicators are quite similar, except that the dust, mud and clay content of sea sand in area B1 is higher due to the raw sampling in the borehole, while the test samples of the My Thuan Project Management Board taken on the barge were preliminarily washed and improved in quality during the sand exploitation process...

According to the report of the Ministry of Natural Resources and Environment, the general objective of the Project on assessing sea sand resources for highway and transport infrastructure projects in the Mekong Delta region is to assess sea sand mineral resources for use as common construction materials, promptly meeting the demand for filling materials and construction sand for highway projects and construction of transport infrastructure, urban areas, seaports and industrial cluster infrastructure in the Mekong Delta region.

Regarding the specific objectives, evaluate the mineral resources of sea sand in area B1 of Soc Trang province with the target of 400 million m3 of resources to meet the urgent need for filling materials for highway projects in the Mekong Delta region to start construction in the period of 2023 - 2024; evaluate the mineral resources of sea sand as common construction materials in the sea area of ​​20 - 30m of water in Soc Trang province, with the target of level 333 resources of 1 billion m3 to serve the needs of building infrastructure for transport, urban, seaport, industrial clusters... in the Mekong Delta region until 2030. Regarding the scope of implementation of the Project is the sea area of ​​Soc Trang, including area B1 (250 km2) and areas B2 - B4, area 1,250 km2, total area 1,500 km2. Implementation period 2023 - 2024...
