This Circular details a number of articles of the Law on Management and Use of Weapons, Explosives and Supporting Tools on the management and use of industrial explosives and explosive precursors under the management authority of the Ministry of Industry and Trade , including: List of industrial explosives, List of explosive precursors permitted for production, trading and use in Vietnam; authority to grant, re-grant, and adjust licenses and certificates on management and use of industrial explosives and explosive precursors; competent management agencies to issue documents requesting the granting of licenses for blasting services on the continental shelf or with a scope of operation throughout the territory of the Socialist Republic of Vietnam; dossiers and procedures for new registration and additional registration for research, development, testing, evaluation and recognition of registration results of explosive products in the research, development, testing, production or first import into Vietnam into the List of industrial explosives permitted for production, trading and use in Vietnam; assessment of safety risks, development of blasting plans, blasting passports, emergency response plans and periodic and ad hoc reporting regimes in the management and use of industrial explosives and explosive precursors; construction, management, update and exploitation of databases on industrial explosives and explosive precursors for subjects under the management of the Ministry of Industry and Trade; application forms, licenses and certificates on management and use of industrial explosives and explosive precursors; notification forms on the use of industrial explosives and notification of implementation of blasting service activities.

The Circular applies to agencies, organizations, enterprises and individuals related to the management and use of industrial explosives and explosive precursors in Vietnam.
