(Baothanhhoa.vn) - Since the beginning of the 2021-2026 term, the Economic - Budget Committee of the Provincial People's Council has closely followed the requirements, tasks and actual situation of the locality, proactively developed plans and supervision programs, and made efforts to complete all aspects of work, contributing to innovation and improving the quality and efficiency of the Provincial People's Council's operations.

In close adherence to the resolution of the Provincial People's Council, the assignment of management by the Standing Committee of the Provincial People's Council and the annual work program, the Economic - Budget Committee of the Provincial People's Council has implemented its tasks to ensure progress according to the work program. The Committee focuses on regular supervision and thematic supervision. In order for the supervisions to be effective, the Committee has studied records and documents related to the supervision content, developed plans and clearly identified the specific content that needs to be focused on supervision.

Before each supervision, the members of the committee proactively learn about the implementation of policies and laws in the units and sectors under supervision, to select many locations for field surveys. The supervision sessions are not spread out, but focus on places with problems that need to be considered or typical places; approaching from many different aspects to collect evidence, identify, and clearly analyze what is good and what is not. With careful preparation, combined with a focused and key supervision process, information is collected and analyzed fully and deeply, so far the supervision of the committee has contributed to innovating and improving the quality and effectiveness of the activities of the Provincial People's Council.

Along with the supervision work, the Economic - Budget Committee of the Provincial People's Council has performed the task of examining draft resolutions submitted at meetings. Based on the assignment of the Standing Committee of the Provincial People's Council, the Committee has proactively grasped information to serve the examination work; requested the People's Committee and relevant agencies to send reports, projects, draft resolutions and necessary related documents to serve the preparation and official examination meetings according to regulations. In order for the examination to be of real quality, the members of the Committee actively collect information and documents related to the issues to be examined and exploit the issues from many sources of information that have been compared and verified in accordance with the specific conditions of the socio-economic situation, national defense and security of the province, ensuring that when the draft is passed and put into implementation, it receives the consensus and support of the people...

At the review meeting, the committee always listened to and summarized the opinions of delegates and agencies to clarify the contents according to the requests of delegates attending the meeting. From there, the contents were unified to serve as a basis for building an accurate and highly critical review report, helping the People's Council make correct and popular decisions. Through the review activities, many recommendations of the committee were accepted and supplemented by the Provincial People's Committee and the drafting agencies during the process of preparing documents before the meeting to ensure compliance with legal regulations and meet practical requirements such as: Plan to adjust the central budget development investment plan for the period 2021-2025 of the National Target Program on New Rural Development in Thanh Hoa province; allocation of central budget development investment capital in 2025 to implement the National Target Program on New Rural Development in Thanh Hoa province (phase 3); Approving the list of works and projects that must reclaim land and change the purpose of using rice fields, protective forest land, and production forest land in the province, phase 3, 2025...

Promoting the achieved results, in the coming time, the Economic - Budget Committee of the Provincial People's Council will continue to innovate its working methods, concretizing them with quarterly and monthly monitoring plans suitable to the actual situation. Therein, organizing monitoring and survey delegations suitable to each monitoring content, at the same time regularly monitoring and urging the implementation of post-monitoring recommendations of agencies and units, avoiding the situation where monitoring recommendations are not implemented. At the same time, proactively coordinating with the committees of the Provincial People's Council, agencies, units and localities in monitoring activities to further improve the effectiveness of the committee's monitoring activities.
