This morning (January 4), Project Management Board 2 held a conference to summarize work in 2024 and deploy tasks for 2025.
Deputy Minister of Transport Nguyen Danh Huy gave a speech at the conference.
Recognizing and congratulating the results achieved by the leadership, officers, civil servants and employees of Project Management Board 2, Deputy Minister of Transport Nguyen Danh Huy said that, in the past time, the unit has ensured jobs.
Assigning tasks for the coming time, the Deputy Minister requested Project Management Board 2 and other project management boards to continue to focus on determining construction costs and ensuring the quality of bidding documents in accordance with legal regulations.
"For transportation projects, especially large highways, progress must be fast but quality must be guaranteed according to design documents," said the Deputy Minister.
Supporting the orientation of participating in railway projects, the Deputy Minister assessed that this is not a simple field, the types of works have complex structures.
"In the high-speed railway project, building roads is even more difficult than building bridges and tunnels. The Ministry of Transport is ready to assign work to competent project management boards. But the assignment must be done," Deputy Minister Huy said, requesting that the leaders of Project Management Board 2 and key leaders must hold meetings and make plans according to the general trend of the industry, which is to do difficult work.
According to the Deputy Minister, the amount of work in the railway sector in the near future will be very large, such as: the high-speed railway project with a length 2.5 times longer, the total investment is dozens of times higher than the North-South expressway project in the East; the Lao Cai - Hanoi - Hai Phong project of about 8 billion USD, the Bien Hoa - Vung Tau railway...
Meanwhile, by 2025, the Quang Ngai - Hoai Nhon Expressway (invested by Project Management Board 2) will be completed. New road projects are directed by competent authorities to be fully decentralized for local implementation.
"How will the Board adapt? There must be a strategic vision defining what Project Management Board 2 will do in the next 5 years? How will it do it? What preparations are needed? The human resource issue also needs a clear training roadmap," the Deputy Minister directed.
Mr. Le Thang, Director of Project Management Board 2, received instructions from the leaders of the Ministry of Transport.
Thanking the attention and close direction of the leaders of the Ministry of Transport, Mr. Le Thang, Director of Project Management Board 2 affirmed that in the coming time, the board will research and develop a clear development plan in the new situation to adapt and ensure income and life for workers.
"In the railway sector, we also hope that the Specialized Management Department will connect and invite foreign experts to exchange and share experiences with project management boards.
The Committee also proposed that the Ministry of Transport direct the implementation of more specialized seminars to gain deeper access to the new field," Mr. Thang proposed.
Previously, reporting on the performance results, Mr. Cao Viet Hung, Deputy Director of Project Management Board 2, said that in 2024, out of the total assigned public investment capital (more than 8,000 billion VND), as of early January 2025, the unit had disbursed more than 7,200 billion VND (reaching 90% of the plan).
In addition to efforts to accelerate the construction progress/completion of the remaining items of the 8 projects assigned by the Ministry of Transport as the investor, Project Management Board 2 has also made efforts to seek new projects and well performed the project investment preparation work, including: Preparing a project proposal for the ODA project to build an expressway connecting Ha Giang with the Noi Bai - Lao Cai expressway, phase 1; Preparing a project proposal for a different-level intersection between roads and railways, using WB loans; Khau Co road tunnel construction project.
In 2025, the immediate priority task is that the Board will coordinate with relevant entities to speed up progress and bring traffic projects to the finish line, including: rest stop and expressway ITS project on the National Highway 45 - Nghi Son section; Project to renovate weak bridges and connecting bridges on national highways, phase 1; North-South Expressway, Quang Ngai - Hoai Nhon section.

At the conference, authorized by the Minister, Deputy Minister Nguyen Danh Huy awarded certificates of merit from the Minister of Transport to a collective, Lizen Joint Stock Company, and three individuals with achievements in the emulation movement "Promoting the development of synchronous and modern transport infrastructure, practicing thrift, and combating waste" for the North-South expressway project, section QL45 - Nghi Son.
According to the report, during the project construction process, Lizen Joint Stock Company made efforts to overcome the Covid-19 pandemic and the "material price storm", maintaining adequate personnel, machinery, equipment, and materials to speed up the project.
Responding to the emulation movement "accelerating the progress of opening the entire route before September 2, 2023", Lizen is the first unit to complete the entire asphalt concrete construction, completing the main route 2 months ahead of schedule, and completing the residential access road items before September 2, 2023.
As a unit in the consortium participating in the construction of package XL2, however, performing the task of supporting the construction of package XL3, in less than 1 month with a large amount of work to be constructed in a short time (nearly 4km of foundation and road surface construction), Lizen organized the construction regardless of day or night, mobilizing a large number of personnel, machinery, equipment, supplies and materials to ensure timely progress to open to traffic before September 2, 2023.
According to the leader of Lizen Joint Stock Company, to achieve the above results, in addition to owning modern equipment, a strong team of technical staff, having experience in large projects such as: Bac Giang - Lang Son, Ha Long - Van Don, F1 race track... participating in the QL45 - Nghi Son project, the unit has implemented a series of solutions to speed up progress such as: overtime, increasing shifts right from the project implementation; Grasping the items that determine progress to speed up;
In addition, the unit also plans to gather materials for construction, add equipment to limit external impacts; invest in internal service roads to avoid impacts in rainy weather conditions; Always plan for work that can be performed during the rainy season.
In particular, at the project, Lizen requested the Project Management Board and design consultant to adjust the design of the water supply source for the irrigation pumping station (Lang Mat village, Van Thien commune, Nong Cong district), contributing to saving the state budget more than 2 billion VND.
