Report on the organization of an extraordinary session in January 2024, Land Law

On the morning of November 29, right after the closing session, the Secretary General of the National Assembly held a press conference to announce the results of the 6th session of the 15th National Assembly.

At the press conference, Secretary General of the National Assembly Bui Van Cuong said that the fact that the National Assembly has not yet passed the amended Land Law and the amended Law on Credit Institutions at this 6th session shows the National Assembly's caution and responsibility because during the discussion process, there were many different opinions and it is necessary to have time to carefully consider, especially to assess the impact of the policies.

Secretary General of the National Assembly Bui Van Cuong chaired the press conference on the morning of November 29.

According to Mr. Cuong, if the impact of policies is not carefully assessed before passing laws, it will be very difficult to amend them later. "For example, the Criminal Code that was just passed by the 14th National Assembly must be amended," Mr. Cuong said, emphasizing that not passing the above two draft laws shows caution and thoroughness, ensuring that the laws enacted must meet the requirements of life, without conflicts or overlaps.

The Secretary General of the National Assembly also said that the Party Delegation of the National Assembly is reporting to competent authorities to organize an extraordinary session in early January 2024 to review and approve the draft laws on amended Land and the draft laws on amended Credit Institutions.

Mr. Cuong emphasized that the National Assembly will consider and decide on necessary issues to promote the country's socio -economic development. Regarding the extraordinary session, Mr. Cuong affirmed that it is reporting to the competent authority and will decide later.

Regarding the remaining issues in the draft revised Land Law, which require time to study and carefully assess their impacts, Standing Member of the Economic Committee Pham Thi Hong Yen said that at the meeting between the 6th session, the National Assembly Standing Committee gave opinions and agreed on the revision plan with 12 issues.

Ms. Pham Thi Hong Yen informed about issues with different opinions in the revised Land Law.

However, up to now, there are still some major issues that need further research to perfect policies to have optimal solutions.

Specifically: the issue of implementing commercial housing, mixed-use housing, commercial and service projects; the relationship between land recovery cases and land use rights agreements to implement socio-economic development projects without using state budget capital; the issue of land management and exploitation; cases of applying land valuation methods; using national defense and security land combined with economic purposes; cases of foreign-invested economic organizations receiving real estate project transfers.

"The goal of postponing the law's passage is to ensure quality, avoid problems during implementation, and best ensure the rights and interests of the State, investors, and people," said Ms. Yen.

Regarding the law, credit institutions said that there are currently three extremely important issues on which opinions differ, including: early intervention measures; special control; and special lending to credit institutions.

"These are extremely important issues, affecting the security and safety of the credit institution system in particular and national financial safety in general, and related to the use of state resources," said Ms. Yen.

If the extraordinary session is held in early January 2024 as planned, this will be the fifth extraordinary session of the 15th National Assembly term.
