
According to the Circular, the purpose of school counseling and social work in schools is to improve learners' capacity in preventing, identifying difficulties, solving and seeking appropriate assistance to overcome difficulties in learning, psychology and social relationships.
To train life skills, strengthen will and courage, improve physical and mental health; form appropriate attitudes in social relationships, contributing to perfecting the personality of learners; strengthen coordination between schools, families, society and related organizations, units and individuals in school counseling and social work in schools.
Learner-centered, non-discriminatory
The Circular clearly states the principles for implementing school counseling and social work in schools:
Ensure the legitimate rights, safety and security of information, the right to participate, voluntariness and self-determination of learners.
Learners are the center, no discrimination; ensuring equality, objectivity, and standards between learners and those performing school counseling and social work in schools.
Focus on strengths, respect the characteristics and personal circumstances of learners; take advantage of available resources of learners, schools, families, and society; be suitable to the socio -economic conditions and regional cultural characteristics of each locality.
Ensure timely implementation when learners encounter difficulties, need advice and support, and have close coordination between school, family and society.
Content of school counseling work
The Circular clearly states that the content of school counseling and social work in schools includes:
Consulting and supporting learners on learning issues . Including determining learning goals, building learning plans, managing learning time, choosing learning methods and solving learning difficulties.
Consulting and supporting students on gender and social relationship issues , including: issues arising from age, gender, gender equality, reproductive health; consulting on issues related to friendship, love, marriage, family and community relationships.
Counseling and supporting students on psychological issues : Prevention; screening, early detection; responding to students' psychological difficulties; counseling and psychological consultation for students with psychological difficulties; connecting to psychological counseling services when necessary.
Consulting and supporting life skills issues for learners : Group of cognitive, mastery and self-protection skills; group of self-motivation and self-development skills; group of emotional intelligence and self-management skills; group of interaction and social integration skills; group of effective working skills; group of behavioral skills with the environment and community.
Consulting and supporting issues on career orientation, employment, and entrepreneurship for learners : Information on careers, majors, training programs, labor market trends; cognitive skills about interests, aspirations, abilities, and personal circumstances in accordance with career orientation and career counseling for learners appropriate to age and level of education in the context of scientific and technological development, innovation, national digital transformation, and changes in the labor market; skills in choosing a career, finding a job, applying for a job, starting a business, and connecting with employers; other career orientation and entrepreneurship activities appropriate to the actual conditions of the educational institution.
Consulting and supporting students on policy and legal issues : Information on policy regulations for students; information on legal regulations related to the duties and rights of students; information on legal regulations on crime prevention, prevention of law violations and social evils.
Consulting and supporting social work services for learners: Information on social work services for learners; providing social work services in schools for learners according to regulations; connecting with organizations and individuals providing social work services according to regulations when necessary.
This Circular takes effect from October 31, 2025.
