Resolutely deploy strategic railway projects, ensure 6 clear directions and implementation
The announcement clearly stated that practice has proven that wherever strategic infrastructure is developed, new development space will be opened up, especially many urban areas, industrial parks, service areas, entertainment areas, cultural, physical training, sports, health, and educational institutions will be formed and land funds will be effectively exploited.
In order for our country to become a modern industrialized, high-middle-income country by 2030 and a developed, high-income country by 2045, it is very important to continue to improve strategic infrastructure, including the development and completion of the railway system. Resolution of the 13th National Party Congress and Conclusion No. 49-KL/TW of the Politburo affirmed that railways are one of the areas that need priority investment, especially the North-South high-speed railways, urban railways, railways connecting to seaports, industrial parks, large cities and international railways. Therefore, accelerating the implementation of railway projects is of great significance for the country's development.
At the Second Session, the Prime Minister assigned 48 specific tasks to ministries, branches and localities. Ministries, branches, localities and members of the Steering Committee have been very responsible in organizing the implementation of assigned tasks, completing 23 tasks to meet requirements, 25 tasks are being implemented; of which, a number of important contents have been completed such as submitting to the National Assembly for approval of the Railway Law; submitting to the Government for promulgation of Resolution No. 106/NQ-CP and Resolution No. 127/NQ-CP implementing the National Assembly's Resolutions on Railway Projects; submitting to the Government for promulgation of Decree No. 123/2025/ND-CP detailing the overall technical design and specific mechanisms for a number of railway projects; submitting to the National Assembly for supplementing investment forms in the North-South high-speed railway project (Resolution No. 227/2025/QH15). The Prime Minister acknowledged the achievements of ministries, branches and localities in organizing and implementing assigned tasks.
In the coming time, the tasks of the Steering Committee are extremely heavy, important and urgent. The Prime Minister requested that the members of the Steering Committee continue to promote a high sense of responsibility, carry out work quickly, decisively, decisively, "look far and wide, think deeply, do big things", and ensure 6 things are clear in the implementation of tasks: "clear people, clear work, clear time, clear responsibility, clear products, clear authority".
The Steering Committee directs, urges, inspects, and unifies policies, while ministries, branches, agencies, and localities, according to their functions, tasks, and powers, proactively and actively follow the Party's policies and guidelines, the State's policies and laws, the resolutions, conclusions, and directions of the Central Committee, the Politburo, the National Assembly, the Government, and the Prime Minister to organize implementation to ensure the set goals, as directed by General Secretary To Lam "if you do something, do it thoroughly", do it properly, finish it; with the motto of running while lining up, adjusting while doing, gradually expanding, not being perfectionist, not being hasty, doing it firmly, on a scientific, safe, and effective basis; implementing many tasks at the same time but there must be an order of priority of resources for each task, each stage, in a methodical and planned manner.
During the implementation process, ministries, agencies, units, and project management boards must absolutely not allow negativity, waste, or group interests to occur.
Simultaneously start construction of at least one resettlement area in each locality before August 19, 2025.
The announcement also clearly states the tasks of ministries, branches and localities, specifically:
Regarding the system of standards and regulations for electrified railways, the Ministry of Construction shall preside over the development of a set of relevant technical standards and regulations for appraisal before July 22, 2025; the Ministry of Science and Technology shall appraise and publish before August 10, 2025.
Regarding land acquisition and clearance work: For railway projects that have been decided on investment by the National Assembly, the People's Committees of the provinces where the projects pass through are allowed to establish, appraise, and decide on investment in independent component projects on compensation, support, and resettlement based on preliminary design documents in the Pre-Feasibility Study Report in accordance with regulations. In case of any problems, they must promptly send them to the Ministry of Construction for synthesis to report to competent authorities for consideration and decision; arrange temporary residence for people whose land is recovered, ensuring stable lives of people according to regulations.
The People's Committees of provinces and cities with projects passing through assign tasks and specific plans to units, wards and communes to implement and complete the site clearance work for the Lao Cai - Hanoi - Hai Phong railway project in 2025 and the North - South high-speed railway project in 2026. The Provincial/City Party Committee Secretaries - Heads of the local Site Clearance Steering Committees directly direct the political system to organize the implementation to ensure the required progress.
The People's Committees of provinces and cities where the project passes through (Lao Cai - Hanoi - Hai Phong Railway Project, North - South High-speed Railway Project) focus on directing the implementation to ensure the completion of all procedures according to regulations to simultaneously start construction of at least 01 resettlement area in each locality on August 19, 2025 on the occasion of the 80th anniversary of National Day (September 2). Urgently send information on the construction site and implementation plan to the Ministry of Construction before July 30, 2025 for synthesis.
The Ministry of Construction officially provides the route direction and land clearance scope to localities to update and correct the land clearance scope of the Lao Cai - Hanoi - Hai Phong Railway Project and the North - South high-speed railway project when the competent authority approves the Project.
The Ministry of Finance shall preside over and coordinate with the Ministry of Construction and the Ministry of Agriculture and Environment to guide localities to proactively allocate local budget capital to implement site clearance and site clearance according to the policy approved by the National Assembly and the procedure for separating site clearance and site clearance into independent component projects, to be completed before July 22, 2025; localities shall promptly report difficulties and problems to the Ministry of Finance, the Ministry of Construction, and the Ministry of Agriculture and Environment for resolution according to regulations.
Regarding capital mobilization for railway projects, the Prime Minister requested the Ministry of Finance to preside over and coordinate with the Ministry of Construction and localities to proactively arrange capital for projects to meet progress, not allowing lack of capital to affect project progress.
Review tasks to avoid delays and bottlenecks that affect project progress.
For specific projects, the Prime Minister requested:
1. About the Lao Cai - Hanoi - Hai Phong Railway Project:
The Ministry of Construction shall proactively organize the division of the project into component projects according to its authority and legal regulations in the direction of proactively using domestic capital sources to ensure the commencement of construction on December 19, 2025; have solutions to shorten the progress of preparing the Feasibility Study Report, including the use of implemented results, supplements and adjustments if any on the principle of meeting technical requirements and construction safety.
Localities and Vietnam Electricity Group continue to promote proactiveness, focus on directing the rapid implementation of site clearance work, relocation of technical infrastructure works to meet the schedule of starting construction of resettlement areas on August 19, 2025, and starting construction of projects on December 19, 2025. Localities with provincial mergers must complete the Site Clearance Steering Committee before July 22, 2025.
2. Regarding the North-South high-speed railway project:
The Ministry of Construction and other ministries and branches shall implement the Project's work in parallel, in accordance with the approved investment policy, in accordance with actual conditions when there is no adjustment or request to stop from the competent authority.
The Ministry of Construction and other ministries and agencies urgently implement the direction of Deputy Prime Minister Tran Hong Ha on the plan to implement the National Assembly's Resolution on supplementing the form of project investment, to be completed in July 2025.
Localities with projects passing through must urgently complete the establishment of the Steering Committee for Site Clearance and Compensation, and consolidate the Steering Committee for Site Clearance and Compensation (localities with provincial mergers) before July 22, 2025; focus on directing the rapid implementation of site clearance and compensation work, and relocation of technical infrastructure works to meet the schedule for starting construction of the resettlement area on August 19, 2025.
3. Regarding urban railway lines in Hanoi and Ho Chi Minh City:
The People's Committees of Hanoi and Ho Chi Minh City proactively organize and implement projects according to Resolution No. 188/2025/QH15 of the National Assembly.
The Ministry of Finance shall preside over the settlement of petitions related to ODA capital of the Project No. 2.1, Nam Thang Long - Tran Hung Dao section and Project No. 2, Ben Thanh - Tham Luong, to be completed before July 22, 2025; report to Deputy Prime Minister Bui Thanh Son to resolve legal problems related to ODA capital in the direction of switching from "pre-inspection" to "post-inspection".
The Prime Minister requested relevant ministries, branches and localities to review the tasks assigned by the Government and Government leaders to resolve them, and not let delays or congestion affect the progress of projects.
The Prime Minister assigned Deputy Prime Ministers Tran Hong Ha, Bui Thanh Son, and Nguyen Chi Dung to urge and direct relevant ministries, branches, localities, and fields to implement the projects under their charge to meet the required progress, in which Deputy Prime Minister Tran Hong Ha directs the contents submitted by the Ministry of Construction; Deputy Prime Minister Nguyen Chi Dung directs the contents on science and technology; Deputy Prime Minister Bui Thanh Son directs the contents on international cooperation and ODA capital, and Deputy Prime Minister Ho Duc Phoc directs the contents submitted by the Ministry of Finance.
