Social Insurance Region XV changed its name to Ha Tinh Social Insurance

Vietnam Social Security has just issued Official Dispatch No. 1521/BHXH-TCCB on the implementation of Decision No. 2286/QD-BTC dated June 30, 2025 of the Minister of Finance amending and supplementing a number of articles of Decision No. 391/QD-BTC dated February 26, 2025 on the functions, tasks, powers and organizational structure of Vietnam Social Security. Accordingly, 34 regional social security agencies will be renamed to provincial social security agencies, district and inter-district social security agencies will be renamed to grassroots social security agencies.

Thus, Social Insurance Region XV was renamed Social Insurance of Ha Tinh province.

Vietnam Social Security requires heads of units under Vietnam Social Security at the central level and directors of regional Social Security to proactively ensure the best conditions for facilities, equipment, information technology, change digital certificates of account holders and chief accountants according to the new legal entity to serve the unit's operations before and after changing the name of regional Social Security to Social Security of provinces and centrally run cities (collectively referred to as provincial Social Security) to ensure smooth, stable operation, without interruption in serving people and businesses.

Implement the change of name of regional social insurance to provincial social insurance; at the same time, immediately implement the procedure to change the seal and notify the change of name for provincial social insurance.

While waiting for the competent authority to arrange and reorganize the basic social insurance (from now until September 30, 2025). Accordingly, the names of district, town, city social insurance under the province, centrally-run city (generally called district-level social insurance), the existing inter-district social insurance will be changed to basic social insurance for easy identification, ensuring systematicity and convenience for updating information data in performing tasks.

Proactively carry out procedures to change the seal and notify the change of name for the basic social insurance agency after Vietnam Social Security issues documents to change the name according to regulations.

Vietnam Social Security requires the provincial Social Security Director to assign the affiliated grassroots Social Security to continue to perform the task of organizing the implementation of social insurance and health insurance regimes and policies; managing the collection and expenditure of social insurance, health insurance, and unemployment insurance in the communes, wards, and special zones under their management according to regulations.

Provincial Social Insurance reports data on natural area, population and expected participants and revenue and expenditure of social insurance, health insurance, and unemployment insurance in 2025 in each commune-level administrative unit under the management of provincial Social Insurance.

The Director of the provincial Social Insurance Agency issues a decision to change the title of the department-level management officer, the basic Social Insurance Agency, and the chief accountant or accounting officer of the basic Social Insurance Agency under the unit to match the new name and organizational structure of the provincial Social Insurance Agency and the basic Social Insurance Agency.

The Director of the provincial Social Insurance is responsible for unifying the leadership and the provincial Social Insurance Party Committee to review, arrange, and restructure the staff and employees in the professional departments and affiliated grassroots Social Insurance agencies.

Vietnam Social Security assigned provincial Social Security to propose a plan to arrange basic social insurance at provincial Social Security. Accordingly, based on the number of district-level, inter-district and provincial Social Security, a plan to arrange basic social insurance under provincial Social Security will be developed to ensure a harmonious structure and scope of management according to regional characteristics and criteria on natural area, population size, scale of management of participants and beneficiaries of social insurance, health insurance, unemployment insurance policies, scale of revenue and expenditure of social insurance, health insurance, unemployment insurance; at the same time, ensuring savings and avoiding waste in material facilities.

Based on the assigned functions and tasks, the heads of units under the Vietnam Social Security at the central level review, advise, and submit to the leaders of the Vietnam Social Security to promulgate business processes, decentralize management; decentralize the application of information technology associated with digital transformation, ensuring the organization and operation of the Vietnam Social Security at 3 levels (central, provincial, and grassroots levels) according to the new organizational model...
