
From July 1, according to the Law on Social Insurance (SI) 2024, registered individual business households will officially become subjects participating in compulsory social insurance. Understanding and learning about this information, many business households in Ha Tinh expressed their agreement with the new regulations, but were still quite confused and concerned about the process, contribution levels, benefits and related procedures.
Mr. Nguyen Huu Doan - owner of a men's barber shop on La Son Phu Tu Street (Ha Tinh City) expressed: "Participating in social insurance means that I have to reduce a part of my current income, in return, paying compulsory social insurance will bring many benefits such as pension, death benefits... As a self-employed person, I have never thought about having a pension when I get old, if I pay social insurance now, I will feel secure in the long run. However, this is the first time there is a regulation that business households must participate in social insurance, so I do not know clearly about the procedures and contribution levels."

Mr. Tran Trong Thin (Co Dam commune, Nghi Xuan) is the owner of a household business in the wood manufacturing industry. At this time, Mr. Thin also knows about the mandatory social insurance regulations for business households from July 1. However, he is also confused and worried about the specific procedures and benefits when participating in compulsory social insurance.
“Paying social insurance can be seen as a way to save money for old age, when you are no longer of working age, you will have a financial support. Recently, I have also consulted and learned about the new Social Insurance Law with regulations on business households participating in social insurance, but I still do not understand clearly about the payment method and procedures. I hope the Social Insurance agency will guide and explain more clearly about the policies as well as benefits so that business households can feel secure when participating,” Mr. Thin shared.

As the owner of a clothing shop in Ha Tinh City, Ms. Thu Ha said: “Previously, I worked in a state agency, paid social insurance, then quit my job to do business and maintained voluntary social insurance for many years. According to the new regulations, from July 1, 2025, registered business households must pay compulsory social insurance, which for me has not changed much because I am used to paying social insurance, now I just switch from voluntary social insurance to compulsory social insurance. However, I am not clear about the conversion procedures. For business owners who are older, participating in compulsory social insurance is quite inappropriate because their business time may not be long.”
In addition to the agreement, many household owners are also concerned about the burden of monthly contributions. “Although I know that participating in social insurance will bring certain benefits, it is okay when business is going well, but in difficult months, paying an extra few hundred thousand dong is also a big pressure. I only run a small business, while there are many other costs such as: premises, taxes, electricity and water... so I will probably participate in social insurance at the lowest contribution level,” said Ms. Nguyen Van - owner of a rice business in Ha Tinh City.

The expansion of compulsory social insurance participants under the Social Insurance Law 2024 aims to increase social security coverage and ensure insurance benefits for employees, including business owners. No longer limited to workers and civil servants, this new regulation also covers registered individual business owners; business managers, unpaid cooperative managers, etc. This promises to bring essential rights and protection to a large number of self-employed workers - those who previously had little access to social welfare regimes.
It is known that recently, the Social Insurance of Region XV has coordinated with the tax authority to make a list of business households operating in the area, especially those that have tax declarations and payments. According to statistics of the Social Insurance of Region XV, currently in Ha Tinh there are about 14,960 individual business households operating and paying taxes that are subject to compulsory social insurance.

Mr. Nguyen Minh Hai - Deputy Head of the Department of Collection Management and Participant Development (Social Insurance Region XV) said: The unit has proactively reviewed, notified and urged new subjects to participate in compulsory social insurance. This list includes not only registered business owners but also business managers, unpaid cooperative managers at units and enterprises participating in social insurance, and many other subjects according to the law. This is to ensure that no subject is left out, helping them promptly access their legitimate benefits, while avoiding delays or missed opportunities to participate.
In recent times, the Social Insurance of Region XV has also actively applied technology to inform the public quickly, transparently and effectively. Electronic communication channels such as websites, fanpages and zalo official accounts of the Social Insurance of Region XV have been used to the maximum to provide official information, promptly answer questions and continuously update the latest regulations, creating favorable conditions for people to look up. In addition, the Social Insurance of Region XV has also developed a detailed plan to organize in-depth training sessions and widely disseminate social insurance, health insurance and unemployment insurance policies. These activities are aimed at relevant organizations and individuals, helping them grasp new regulations, understand their rights and responsibilities, thereby proactively fulfilling their participation obligations.
“In the coming time, the Social Insurance Agency of Region XV will continue to complete and issue detailed guidance documents on the components of the dossier and related procedures to send to organizations and individuals affected by the new Social Insurance Law. This is to create the most favorable conditions for registration and participation in compulsory social insurance, minimize administrative procedures, and contribute to building a stronger and more inclusive social security system,” Mr. Nguyen Minh Hai emphasized.
