A quick report from the Ministry of Agriculture and Environment said the storm is on land in Nghe An with winds of level 9-10, gusts of level 11-12; the duration of strong winds is from 1am to 6:30am on September 29.

It is forecasted that at around 10am on September 29, the storm will weaken into a tropical depression, move inland and continue to weaken into a low pressure area.
From 7:00 p.m. on September 28 to 7:00 a.m. on September 29, Thanh Hoa, Nghe An, and Ha Tinh provinces had very heavy rain from 100-250mm, some stations had heavier rain such as: Xuan Binh (Thanh Hoa) 314mm, My Son (Nghe An) 312mm, Ho Mac Khe (Ha Tinh) 312mm, Dau Lieu (Ha Tinh) 308mm.
Total rainfall from September 26 to 7am on September 29, from Thanh Hoa to Da Nang, there was 250-450mm of rain, in Hue alone from 300-600mm, some places over 600mm.
It is forecasted that from September 29 to 30, from Thanh Hoa to Ha Tinh, the Northern Delta, Phu Tho, the southern provinces of Son La and Lao Cai will have rain from 150-250mm, with some places over 400mm. Other places in the North and Northern Quang Tri will have rain from 100-200mm, with some places over 300mm.
Floods on rivers from Thanh Hoa to northern Quang Tri are rising. There is a risk of flooding in the provinces from Thanh Hoa to northern Quang Tri. There is a high risk of flash floods and landslides in the western communes of Thanh Hoa, Nghe An, and Ha Tinh provinces.
The storm raged for more than 12 hours.
Permanent Vice Chairman of Ha Tinh Provincial People's Committee Nguyen Hong Linh said that on the evening of September 28, the storm landed in Ha Tinh and raged for more than 12 hours, and was considered to be the storm with the largest wind range in the area so far. Ha Tinh has mobilized the largest force ever to respond, protect people and deal with the consequences.
According to the province's preliminary report, there have been no casualties so far. However, the storm has caused widespread power outages across the province. The disruption of communication systems has made it difficult to assess the damage.

Regarding property, many houses, structures and trees were severely damaged. The province has evacuated more than 10,000 households with over 20,000 people to safety. All boats have reached shore, ensuring the safety of fishermen.
The most worrying thing is the weak sea dike system, of which four key ones, Hoi Thong, Cuong Phu, Cam Nhuong, and Thach Kim, continue to be seriously damaged despite being reinforced before the storm. The dams are mainly earthen dams, with more than 40 dams at high risk. Thanks to early regulation, the dams are basically safe and contribute to flood control downstream.
Actively mobilize forces and promptly evacuate people from dangerous areas.
According to Chairman of Nghe An Provincial People's Committee Le Hong Vinh, by the evening of September 28, the locality had evacuated 4,359 households with 14,829 people to safe places; at the same time, they had deployed to reinforce houses, ensuring safety for people. Boats were brought to safe anchorage to shelter from the storm.
Regarding the damage, there is no full report yet due to power outages, communication interruptions, and many flooded areas are inaccessible. Initial preliminary reports have not shown any human casualties. The whole province recorded one house with serious landslides and 141 houses with roofs blown off.
People in dangerous areas were evacuated in time. The transportation system was damaged in many sections, sewers, trees, and electric poles fell; some national and provincial highways were eroded and deeply flooded. Some schools also had their roofs blown off, while agricultural production could not be counted due to rising floodwaters.
The local government and forces are focusing on overcoming the situation, prioritizing the restoration of traffic, electricity, and communications; repairing schools and medical facilities to soon stabilize people's lives and ensure education and medical treatment for the people. Nghe An also continues to closely monitor post-storm floods and maintain forces on duty, avoiding subjectivity and negligence.
Chairman of the People's Committee of Quang Tri province Tran Phong reported on the case at 11:30 p.m. on September 28, 2 fishing boats BV92756 and BV92754 with 13 workers were anchored near Gianh bridge, Bac Gianh ward, Quang Tri province; while testing the engine, the anchor broke and they drifted; 4 people swam to shore; 9 people/2 boats are currently out of contact. The locality is actively organizing a search.

According to information updated from the Northern Power Corporation (EVNNPC), after about 7 hours of raging in Ha Tinh and Nghe An, the storm has seriously affected the power system.
Up to now, 1.869 million customers have been affected, 62,892 customers (3.36%) have been restored. According to EVNNPC, the three most severely damaged localities include: Ha Tinh, where 100% of customers are experiencing power outages. Nghe An has 963,064 customers affected (87.88%). Thanh Hoa has 337,914 customers affected (28.29%).
EVNNPC has mobilized 849 officers and workers from shock teams from many power units in many provinces and cities to quickly fix the damage to the power grid.
