Preserving and promoting cultural heritage resources

In Ninh Binh province, there are currently 3 special national relics, 78 national relics, 314 provincial relics, 1 world cultural and natural heritage and 4 national intangible cultural heritages. These are important resources for local brand recognition.

The Resolution of the 22nd Provincial Party Congress and the Resolution of the Party Congresses at all levels for the 2020-2025 term have determined to focus on preserving and promoting sustainable heritage, creating resources for socio -economic development. In localities, the preservation and promotion of cultural heritage values have been paid attention to and propagated to each person in the community about the historical and cultural significance so that the community can raise awareness of preservation, restoration and embellishment.

Ngoc Thuong Communal House relic, Hamlet 4 Ngoc Dong, Gia Phong Commune (Gia Vien District) has just been recognized as a provincial-level historical and cultural relic. This is the place to worship Saint Quy Minh Dai Vuong and Uy Linh Dai Vuong, historical figures who fought off foreign invaders to protect their homeland and country.

Here, there are still many valuable artifacts of cultural history, ancient original architecture, many sophisticated carvings, historical documents and artifacts. These are physical evidences proving the existence of people and this land has gone through different historical periods.

Currently, the relic still preserves 19 royal decrees and tablets of worship of two gods worshiped at the Communal House, including Quy Minh Dai Vuong and Uy Linh Dai Vuong. Ngoc Thuong Communal House was built in a T-shaped architecture, including two buildings, the Front Hall and the Back Hall, separated by a small yard. The Front Hall consists of 5 rooms, 2 side walls, and a closed gable wall. The Back Hall consists of 2 rooms running along, built in the front-edge and back-edge architectural style.

During the resistance war, the Communal House was a revolutionary base, a meeting place for the people and the commune's organizations; a gathering point for the guerrilla forces and local troops and a place to organize popular education classes for the children of the homeland. Over hundreds of years, the ancient Communal House has been restored and embellished many times, but still retains many typical values of the architectural art of the Northern Communal House.

Nowadays, the Communal House is a place for cultural and spiritual activities of the people in the region, a place to remember and show gratitude to the merits of heroes who have contributed to the country and the village's tutelary deities. The recognition of Ngoc Thuong Communal House as a provincial-level historical and cultural relic has a profound meaning in honoring cultural values, while reminding and promoting the responsibility of today's generations to preserve and promote the cultural heritage values left by their ancestors.

Comrade Nguyen Manh Cuong, Director of the Department of Culture and Sports, said: From 2021 to now, Ninh Binh has spent more than 136 billion VND on the restoration and promotion of the value of relics, contributing to increasing the cultural value of relics, educating traditions and history; promoting and attracting visitors. In particular, intangible cultural heritages are of interest, establishing projects and projects to preserve and promote values, such as the heritages: Hoa Lu Festival, Xam singing art, practicing the worship of the Mother Goddess of the Three Palaces of the Vietnamese people, Rang Thuong singing art of the Muong people...

In particular, based on the value of heritage, many new and unique cultural products have been built in association with tourist areas, spots, tours and routes. Revenue from cultural tourism development is increasing. Thousands of local residents have a stable source of livelihood from promoting the heritage value of their homeland. Thereby opening up a new direction in promoting the value of local heritage, so that culture is an endogenous strength in accordance with the spirit of the Resolution of the 22nd Congress of the Provincial Party Committee.

Ninh Binh province also identifies, builds and develops the culture and people of Ninh Binh comprehensively, in line with the trend of the times and the requirements of the Fourth Industrial Revolution, imbued with the spirit of nationalism and humanity, harmoniously combining traditional values with modern values. Building people with the characteristics of the land of the ancient capital Hoa Lu, friendly, gentle, elegant, hospitable and the basic characteristics of the Vietnamese people: patriotism, humanity, loyalty, honesty, solidarity, diligence, creativity; aiming at the standards of modern civilized people, intelligence, courage, daring to think, daring to do, having the will to be self-reliant, self-reliant, aspiring to develop the homeland and the country to be prosperous and happy.

Effectively organize the preservation and promotion of the good historical and traditional cultural values of the people and land of Hoa Lu Ancient Capital, contributing to preserving the national cultural identity and promoting economic and social development.

Strive to achieve the goals in the Cultural Strategy in accordance with the actual conditions of the locality, with some specific goals by 2030: Promote conservation activities and promote the value of cultural heritage. In particular, select from 3 to 5 intangible cultural heritages to build scientific dossiers and propose to include them in the list of National Intangible Cultural Heritages, 2 relics proposed to be recognized as National Treasures.

Every year, select and build from 6 to 10 scientific dossiers on relics proposed for recognition and ranking; restore and embellish from 20 to 25 relics that have been recognized and ranked. Complete the tasks of preserving and promoting the historical, cultural and traditional values of the people and land of Hoa Lu Ancient Capital in the period of 2021-2030 and the tasks of preserving, embellishing, excavating archaeology and promoting the historical and cultural values of the Hoa Lu Ancient Capital National Special Relic Site in the period of 2021-2025...
