Times have changed.

Four years ago, amid a global pandemic and the constant chaos of Donald Trump’s presidency, many voters yearned for a sense of normalcy. They wanted a stable and experienced leader and a return to effective governance, according to Julian Zelizer, a CNN political analyst and professor of history and public affairs at Princeton University.

Joe Biden has “made his timing” by positioning himself as a steady hand who can act as an “antidote” to the chaos and “dysfunction” of the Trump era.

Four years later, that appeal seems less compelling as voters show a hunger for a stronger, more assertive leader who can tackle myriad issues, from the cost of living to climate change and immigration.

Former President Trump, despite facing multiple criminal charges, is still attracting traditional Democratic support and among Black, Latino and young voters.

That’s largely because 2024 is different than 2020, and Biden needs to adapt his strategy accordingly, says Julian Zelizer. While he had success with a textbook approach in the last election, the nature of this race means he needs to offer more emotional and compelling solutions that appeal to voters’ hearts, not just their heads.

Bold and decisive leadership

The 2024 election will focus on candidates’ ability to provide bold and decisive leadership to address the many challenges facing America, from high prices and interest rates that are impacting household budgets to immigration patterns that have created financial and social pressures in many communities. There are also dangerous flashpoints from conflicts abroad and divisive dinner table conversations at home, fundamental threats to women’s reproductive rights, safety and security concerns among key constituencies (from Black voters to Latinos to Jews), and alarming weather patterns that provide a constant reminder that climate change is an urgent and ongoing issue.

Putting Trump aside, one can see that President Biden has struggled to achieve these goals over time. The article suggests that the problem may stem from his age, his personality, or some other factor. Whatever the reason, it is a problem.

Meanwhile, Mr. Trump has tried to project the message that he is an anti-hero who will do anything to protect those who protect him. “I am your justice… I am your retribution,” he often says at his rallies. So for Americans who may be unhappy with the way things are, Mr. Trump seems to offer the possibility of changing the status quo.

To energize Democratic voters and win back Americans who supported Mr. Trump or are considering staying out of the election, President Biden must deliver a message tailored to the needs of 2024, rather than rehashing outdated rhetoric from 2020.

The good news is that while Biden may be behind in the polls, this is a very close race, with a slight tilt in his favor in Pennsylvania, Michigan and Wisconsin potentially leading to a second term.

Boasting about his experience and even his legislative successes will not be enough. Those arguments are only relevant in 2020, or even in the 2022 midterms, the article argues. To begin moving forward, Mr. Biden must tap into his inner Barack Obama and emerge as a president with the charisma and imagination to use four more years in office to usher America into a more vibrant era that the next generation can inherit.
