According to the police, Dao and a group of people specialized in finding construction works, garages, and businesses that were operating in violation of the law. From there, Dao and a number of people took turns approaching the victims to threaten and pressure them to extort money, and if they did not give up, they would publish information about the victims' violations.

After a period of information gathering, on January 5, Ho Chi Minh City Police arrested Dao along with the evidence that Dao had just extorted from Ms. TH.
The Criminal Police Department calls on anyone who is an accomplice of Dao to come to the Major Crimes Unit, Criminal Police Department of Ho Chi Minh City Police to cooperate in the investigation. Anyone who is a victim of Dao should also come to the police to report.
Accordingly, Le Xuan Dao has been a collaborator of the above press agency since October 2023. At the end of 2023, Dao was issued a letter of introduction and sent to verify the case related to construction violations in District 12.
