Hanoi Secretary impatient because the renovation progress of old apartments is too slow

Hanoi Party Secretary Bui Thi Minh Hoai expressed impatience because the progress of renovating old apartment buildings in the area is too slow, and at the same time asked leaders of departments and branches to come up with solutions to remove difficulties and speed up progress.

On the afternoon of October 3, Hanoi Party Secretary Bui Thi Minh Hoai met with voters of constituency No. 4, before the 10th session of the 15th National Assembly.

At the conference, voter Nguyen Van Xuan (Hoang Mai ward) proposed that the city speed up the renovation and reconstruction of old apartment buildings in the area, including the A7 Tan Mai apartment building.

Regarding the same issue, voter Bui Minh Nguyet (Tuong Mai ward) proposed to speed up the renovation and reconstruction of Truong Dinh apartment complex to ensure people's lives.

Less than 1% of old apartments renovated

Responding to voters’ petitions, Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan said that the city currently has over 1,800 old apartment buildings, mainly concentrated in historic inner-city wards. These old apartment buildings were built a long time ago, so the technical infrastructure and basic works have degraded.

According to Mr. Tuan, in previous terms, the renovation and reconstruction of old apartment buildings has not reached 1%. From 2021, Hanoi set a goal to renovate and rebuild all old apartment buildings, and then the city approved a project to renovate and rebuild old apartment buildings. In which, 6 implementation plans were established on inspection, planning, temporary settlement, information and propaganda for the renovation and reconstruction of old apartment buildings...

Although the work is being carried out synchronously, Mr. Tuan admitted that the progress of implementing this task by the relevant departments, branches and localities is still very slow. The reason is that the nature of this area "makes it very difficult to renovate and renovate the old space".

Regarding A7 Tan Mai building, Mr. Tuan said that the inspection results showed that this is an old apartment building at a dangerous level, which is part of the plan to renovate and rebuild. The architectural planning scheme of this area has been approved by the competent authority. In the coming time, Hoang Mai ward and related agencies will focus on implementing investment and construction, including selecting investors...

Regarding the old Truong Dinh apartment complex, according to Mr. Tuan, the entire area is also included in the city’s renovation and reconstruction plan. Recently, the city has resolved a series of difficulties related to documents, inspection, and boundary establishment.

"According to the direction of the City People's Committee, in the coming time, the entire Truong Dinh apartment complex must be renovated and built soon for the people in this apartment complex," Mr. Tuan added.

Do not let apartments deteriorate in modern urban areas

Receiving voters' recommendations, Secretary of the City Party Committee Bui Thi Minh Hoai admitted that Hanoi has many old collective houses and old apartments, but the renovation progress is slow.

“I am also very anxious about this issue. Every time there is a storm, all the authorities, organizations, and fronts from the city to the grassroots get involved to evacuate people,” Ms. Hoai said.

According to Ms. Hoai, currently, the biggest problem is the mechanism and policy, how to harmonize the interests and rights between the state, people and businesses.

“We will actively find a way to solve this problem. In addition to proposing to the Central Government to amend and supplement mechanisms and policies, the city will also study other feasible solutions, such as building new construction on old land for people to resettle on the spot, or moving to a modern place with better living conditions,” said Ms. Hoai.

According to Ms. Hoai, the core issue is to ensure safety for the people. And a modern city cannot exist forever with seriously degraded housing areas.

"I suggest that department and sector leaders come up with more drastic solutions to remove difficulties and speed up the renovation and reconstruction of old apartment buildings," said Ms. Hoai.
