The Politburo issued regulations on the recovery of corrupt and wasteful assets.

The Politburo has just issued Regulation No. 287 on recovering assets due to corruption, waste, and negativity discovered through the Party's inspection and supervision work.

Regulation 287 on recovering assets due to corruption, waste, and negativity was signed and issued by Standing member of the Secretariat Tran Cam Tu on behalf of the Politburo .

The Politburo 's regulations clearly state that corrupt, wasteful, and negative assets are money and assets obtained from corruption, wastefulness, and negative acts; with origins for Party committees and inspection committees to conclude, request recovery, and payment to the state budget or organizations and individuals receiving the payment.

Wasted assets are state budget, state capital, state assets and resources and minerals assigned to organizations and individuals for management and use exceeding the norms, standards and regimes issued by competent state agencies or ineffectively, failing to achieve set goals.

The recovery of assets due to corruption, waste, and negativity is the work of Party committees and inspection committees through inspection and supervision to recover assets due to corruption, waste, and negativity of Party organizations, Party members, or by relevant organizations and individuals proactively and voluntarily returning them to competent authorities.

The Politburo's regulations clearly state the grounds for recovering assets due to corruption, waste, and negativity.

Accordingly, the first is the conclusion of inspection, supervision, and handling of denunciations by Party committees and inspection committees. Specifically, it includes: notification of inspection conclusions when there are signs of violations, inspection of Party finances; notification of thematic supervision conclusions; notification of the conclusion of handling denunciations of Party organizations and Party members.

Second is the conclusion of the inspection and verification of assets and income by the competent authority.

Third is the decision to recover assets due to corruption, waste, and negativity (if any).

Fourth, Party organizations, Party members, and related organizations and individuals proactively report and voluntarily return assets received due to corruption, waste, and negativity.

Specifically, Party organizations, Party members and related organizations and individuals proactively report and voluntarily return assets received due to corruption, waste and negativity before being discovered and concluded by competent authorities; proactively return assets to remedy the consequences of violations leading to damage to State assets.

Regarding the order, procedures and responsibilities of Party organizations and Party members, the Politburo's regulations state that Party organizations and Party members who violate the law must work with the inspection team or the inspection committee to provide full information, records and documents on the assets of those with family relationships and those directly related to assets due to corruption, waste and negativity.

After recovering or submitting assets, the payment is made by transferring money to a temporary holding account at the State Treasury or a deposit or temporary holding account at the State Treasury of the Central Inspection Commission, the inspection commission of a provincial Party Committee, a city Party Committee, or a Party Committee directly under the Central Government.

Other assets are counted and handed over to competent authorities as prescribed.
