The Ministry of Education and Training has put 95 administrative procedures on the system and connected them to the National Public Service Portal.

In order to specify the digital transformation roadmap and improve the effectiveness of administrative reform, the Ministry of Education and Training organized a training conference to guide the exploitation and use of the Administrative Procedure Settlement System (TTHC).

This activity took place on July 18, 2025, in Hanoi with the participation and direction of Deputy Minister of Education and Training Nguyen Van Phuc.

The conference is a practical step to implement Plan No. 908/KH-BGDDT dated July 1, 2025 of the Minister of Education and Training, and at the same time implement Plan No. 02-KH/BCĐTW of the Central Steering Committee on digital transformation and administrative procedure reform.

Speaking at the Conference, Deputy Minister Nguyen Van Phuc emphasized: "The effective deployment and use of the administrative procedure settlement system is an important task in the digital transformation roadmap of the Ministry of Education and Training ."

He affirmed that this is a strategic requirement to ensure transparency, synchronization and efficiency in administrative work - state management, especially taking people and organizations as the center of service.

Implementing the direction of the Central Government, the Minister of Education and Training issued Plan No. 908/KH-BGDDT, focusing on organizing training and fostering on digital transformation in a practical direction, focusing on system operation skills and handling clear business processes for each subject.

Deputy Minister Nguyen Van Phuc said that as of June 30, 2025, the Ministry of Education and Training has completed putting all 95 administrative procedures under its jurisdiction onto the system and connecting them to the National Public Service Portal.

Overview of the Conference.

However, during the operation process, some units still do not really understand or have not yet fully implemented the functions of the system, especially processes such as receiving, circulating documents, processing and returning results.

To overcome this situation, the Deputy Minister requested that units with administrative procedures need to seriously and fully participate in the Conference, ensuring immediate implementation on the system of functions from receiving, assigning processing, monitoring progress to returning results of handling records.

In addition, the reporters were asked to provide detailed instructions on new updates in line with the two-tier local government model. At the same time, it is necessary to clarify the list of digitized administrative procedures, electronic record forms, processing procedures on the System and provide instructions on how to perform each specific function.

The Ministry Office will preside over and coordinate with the Department of Science , Technology and Information and relevant units to strictly implement the direction of the Ministry's leaders in monitoring, urging and promptly resolving any difficulties and problems that arise. The highest goal is to ensure the system's operation is smooth, effective and on schedule.

This training conference is a practical activity, creating unity in the approach, use and exploitation of the Administrative Procedure Resolution System in the entire education sector.

Thereby, the Ministry of Education and Training hopes to contribute to improving the effectiveness of administrative reform, promoting digital transformation in the field of education and training, gradually forming a modern, professional, public and people-serving administration.
