Ministry of Education and Training stated the reason for not canceling high school graduation exam results despite leaked Literature and Math questions

At the press conference of the Ministry of Education and Training this afternoon, June 29, Associate Professor Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, affirmed that the case of candidates leaking exam questions is an isolated and rare case. The units have concluded that it is a violation of exam regulations and does not affect the overall results of the exam.

"The national high school graduation exam steering committee did not cancel the exam because the incident only affected one individual, not other candidates," he said.

Currently, these two candidates have been suspended from the exam for violating the exam regulations. The Ministry of Public Security has agreed to continue investigating the related subjects and will handle them according to the level of violation after the investigation is completed.

At the same time, the parties are coordinating to continue verifying, clarifying, assessing the level of connection to exam security and taking appropriate measures after completing the investigation.

"We will continue to strengthen inspection and control work. Exam invigilators only have limited awareness of high-tech cheating," said Mr. Chuong.

According to him, the high school graduation exam is organized on a large scale, so it is necessary to consider the social impact, evaluate 4 levels, ensure knowledge and program framework. The decentralization of the exam to the locality has been considered a lot by the Ministry of Education and Training.

With an exam of 15 subjects, if it is divided into each province, a very large apparatus must be mobilized for 63 provinces and cities, while if it is organized at the ministerial level, only one apparatus is needed to create questions. If we calculate the financial issue, it will be very costly and quality control will be more difficult.

Of the four stages, three have been assigned to the localities: printing, grading, evaluating, and announcing graduation. The most difficult stage is creating the test, which is currently carried out by the Ministry of Education and Training. The Ministry is responsible for ensuring the most convenience for 63 provinces and cities.

Sharing about solutions to prevent cheating, Mr. Chuong commented that this is a very concerned issue, the Ministry of Education and Training has directed through many documents and many training sessions. We already know about this, have prevented it and have predicted it, but with such a large scale of the exam, somewhere there are still a few candidates cheating.

There is no such thing as "failing" an exam.
Regarding the concept of leaking and leaking questions, Major General Tran Dinh Chung, Deputy Director of the Department of Internal Political Security (A03) of the Ministry of Public Security, said that according to the provisions of the Law on Protection of State Secrets, there is only the concept of "leaking" secrets, not "leaking".
Regarding how to handle the two subjects who spread the topic, other than suspension, the Major General said that the police are continuing to verify the aggravating and mitigating circumstances. In case of criminal prosecution, it will be based on the State's legal regulations, and in case of administrative handling, it will be based on the administrative handling regulations.
However, before handling, we need to consider the human factor. “We continue to investigate and verify the issue of candidates taking photos of exam papers and sending them outside. When we have results, we will inform the press,” said Major General Tran Dinh Chung.
