During the period from 2021 to 2025, the Ministry of Science and Technology has achieved many outstanding achievements, including submitting 9 laws and 1 resolution to the National Assembly for approval, the Government issuing 31 decrees, the Prime Minister signing 13 decisions, and the Ministry issuing 186 circulars. The Ministry has assessed and appraised hundreds of administrative procedures, while simultaneously reducing and simplifying many procedures. To date, 737 administrative procedures have been published in 53 legal documents.
A highlight is that the Ministry of Science and Technology's online public service system has officially come into operation, with the access address [https://dichvucong.mst.gov.vn](https://dichvucong.mst.gov.vn), directly connected to the National Public Service Portal, helping people and businesses easily access and use the service.
In particular, after the Ministry of Science and Technology and the Ministry of Information and Communications merged in 2025, the Ministry of Science and Technology quickly reorganized its apparatus, reducing the number of units from 42 to 24, a decrease of 42.85%.
Along with the restructuring of the apparatus, the Ministry has focused on developing e-Government and Digital Government. One of the notable achievements is that 100% of qualified online public services have been provided in full. The rate of timely processing of records at the Ministry has also reached over 90%.
In addition, the Ministry has implemented a spending contract mechanism, helping to strengthen autonomy in public finance.
In terms of orientation, the Ministry of Science and Technology will continue to improve institutions and policies to promote science and technology, innovation and digital transformation. Administrative procedure reform will be promoted, enhancing autonomy and accountability in public finance, developing digital government, synchronizing data infrastructure, and building a team of cadres, civil servants and public employees suitable to the requirements of the new era.
