From practical requirements to merger decisions
Looking back on the 80-year journey, the telecommunications and science and technology sector has made great contributions to the cause of building and defending the Fatherland. From the early difficult days with rudimentary transmitters, small laboratories but containing great aspirations, to national-scale research projects and modern telecommunications systems covering all parts of the country. During the war, the telecommunications sector contributed to ensuring the smooth flow of information; in peace , science and technology became the key driving force for socio-economic development and international integration. Through many historical periods, the sector has not only made proud scientific and technical achievements, but also fostered a tradition of pioneering, creativity, resilience and dedication to the Fatherland.
Entering the 21st century, the rise of artificial intelligence, big data, biotechnology, renewable energy and cyber security poses a new approach: Science, technology and innovation must be closely linked with digital transformation. There can be no digital society without a foundation of research and technology; conversely, research is difficult to bring into life without digital infrastructure.
From that practical requirement, implementing Resolution No. 18-NQ/TW of the Central Executive Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient", the Ministry of Science and Technology and the Ministry of Information and Communications were merged into the new Ministry of Science and Technology, ensuring the principle of "one task is assigned to only one agency to preside over and take primary responsibility". This is a transition from dispersion to concentration of resources, from parallel coordination to unified management, opening up a clear legal corridor for the four pillars: Science - Technology - Innovation - Digital Transformation.
Minister of Science and Technology Nguyen Manh Hung emphasized: The merger of the Ministry of Science and Technology and the Ministry of Information and Communications is to create synergy, erasing the boundaries between science and technology, digital infrastructure, digital technology and digital transformation.
Creating a new era
The biggest expectation placed on the new Ministry of Science and Technology is to shorten the gap between knowledge and application. For many years, many research results took a long time to be transferred to businesses or the community. With a unified focal point, the path from laboratory to market will be less bumpy.
Sharing at the Conference summarizing the work of the Ministry of Information and Communications in 2024 (before the merger), Deputy Prime Minister Ho Duc Phoc emphasized: "The merger of the Ministry of Science and Technology and the Ministry of Information and Communications to form the new Ministry of Science and Technology is to combine resources, create new strength, with a greater mission. I believe the new Ministry of Science and Technology will be stronger, operate more effectively and efficiently than before."
The new Ministry of Science and Technology is identified as the "strategic hub" of four key pillars: Science, Technology, Innovation, and Digital Transformation, with the goal of making Science and Technology the central driving force, contributing at least 50% of GDP growth, helping to make Vietnam a developed, high-income country.
In just over 6 months after the merger, the Ministry of Science and Technology has completed and submitted to the National Assembly for promulgation 5 important laws, including: Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law on Product and Goods Quality (amended); Law on Vietnam Technical Standards and Regulations (amended); and Law on Atomic Energy (amended), creating a synchronous legal corridor for the management and development of the fields of science, technology, innovation and digital transformation, and at the same time implementing Resolution 57 of the Politburo. In 2025, the Ministry of Science and Technology will continue to develop and amend 4 other laws, including: Digital Transformation, High Technology, Intellectual Property and Technology Transfer, completing the "pieces" in the science - technology - innovation - digital transformation ecosystem.
It can be said that the event of the new Ministry of Science and Technology officially coming into operation from March 1, 2025 is a new milestone in the journey of developing science and technology in Vietnam. On the foundation of 80 years of glorious tradition, the collective leadership, cadres, civil servants, public employees and workers in the science and technology sector continue to promote the core values of "Pioneering - Creativity - Breakthrough - Dedication - Courage - Loyalty", unifying the motto of action "Setting an example - Discipline - Focus - Breakthrough ", striving to overcome difficulties and challenges to excellently fulfill the important responsibilities assigned by the Party, State and People./.
