On the afternoon of September 24, Prime Minister Pham Minh Chinh, Head of the Government's Steering Committee on Science , Technology, Innovation, Digital Transformation and Project 06, chaired the fourth meeting of the Steering Committee.
Connected online from the Government headquarters to 34 provinces and centrally-run cities, the meeting aimed to review and evaluate the implementation of tasks from the beginning of the year and thoroughly grasp and deploy key tasks from now until the end of the year.
Attending the meeting were Mr. Nguyen Chi Dung, member of the Party Central Committee, Deputy Prime Minister , Deputy Head of the Steering Committee; members of the Party Central Committee, leaders of ministries, branches, central agencies, members of the Steering Committee, leaders of localities; representatives of a number of universities, enterprises, and banks.
Representing the Ministry of Education and Training, Minister Nguyen Kim Son attended the meeting.
The Ministry of Education and Training is one of the five ministries with the most responsibilities.
Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh stated that we are implementing a lot of work to accelerate and make breakthroughs; in which, promoting the development of science, technology, innovation, digital transformation and Project 06 is very important.
The Prime Minister emphasized that the "pillar" resolutions of the Politburo that have just been issued are all related to science and technology, innovation, and digital transformation, with the spirit: "The Party has directed, the Government is unified, the National Assembly agrees, the people support, the Fatherland expects, then only discuss and do, not retreat"; "Nothing is difficult/Only fear that the heart is not steadfast/Digging mountains and filling seas/Determination will make it happen"; time is gold, we must take advantage of every day and every hour to bring science and technology, innovation and digital transformation into all activities.
Implementing the Party's policies and the direction of General Secretary To Lam, we have done many things and achieved positive results in developing science and technology, innovation and digital transformation; but there is still much to do, with higher requirements and demands.
The Prime Minister asked delegates to discuss and review the leadership, direction and management work in the past time; evaluate the results achieved, the limitations, shortcomings and difficulties; analyze valuable lessons, good models and good practices; and agree on key tasks and solutions in the coming time.

According to the report of the Ministry of Science and Technology, on the implementation of the Government's Action Program and the Central Steering Committee's Conclusion Notices, in 2025, there will be a total of 679 tasks assigned to 56 agencies (22 ministries, ministerial-level agencies, agencies under the Government; 34 provinces and cities).
As of September 23, 2025, 270 tasks have been completed (of which 180 tasks were completed on time); 382 tasks are being implemented and 27 tasks are overdue or delayed. Of which, 5 ministries and branches have the most tasks: Ministry of Science and Technology (297 tasks), Ministry of Finance (175 tasks), Ministry of Public Security (163 tasks), Ministry of Education and Training (138 tasks), Ministry of Agriculture and Environment (129 tasks).
In the period from July 20, 2025 (3rd meeting of the Government Steering Committee) to September 23, 2025, ministries, branches and localities were assigned 73 tasks and completed 50 tasks.
Regarding the implementation of Plan No. 02-KH/BCĐTW of the Central Steering Committee (on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system's apparatus), in 2025, there are a total of 70 tasks assigned to 56 ministries, branches and localities to implement.
As of September 23, 2025, 45 tasks have been completed (of which 27 tasks were completed on time); 23 tasks are in progress and 2 tasks are overdue or delayed.
In the period from July 20, 2025 (3rd meeting of the Steering Committee) to September 23, 2025, ministries, branches and localities were assigned 12 tasks, of which 10 tasks were completed (of which 8 tasks were completed on time) and 2 tasks were overdue or delayed.
Regarding the implementation of 16 criteria at the commune level, in general, the results achieved in 34 localities are quite positive. As of September 23, 2025, most of the criteria have been completed at a high rate.
In general, ministries, branches and localities have actively and made efforts to deploy the tasks of implementing Resolution 57-NQ/TW. From July 20, 2025 to September 23, 2025, they have completed 60 tasks, focusing on four main pillars, creating a synchronous ecosystem for development, creating a legal environment for creation, building infrastructure, a solid data foundation and promoting digital transformation, developing an innovation ecosystem.

Roadmap for digitizing data on diplomas and certificates
In a summary report on the roadmap for digitizing diploma and certificate data to ensure it is correct, complete, clean, and alive, Minister of Education and Training Nguyen Kim Son said:
The Ministry of Education and Training has directed the pilot implementation of digital transcripts from 2024 and localities have actively participated in the implementation. High school graduation results data has been digitized in the past 2 years. The Ministry of Education and Training has also implemented the construction of lifelong learning records for citizens; in which, diplomas, certificates and transcripts are important data.
The Ministry of Education and Training has been coordinating with accompanying units, especially the Ministry of Public Security, to build infrastructure and a platform to receive digital transcript data and digital diplomas to the Ministry of Education and Training to connect and synchronize data on VNeID.
As a result of data digitization, the Minister informed that the pilot centralized database at the Ministry of Education and Training has more than 10 million data records on high school graduation digital diplomas and digital transcripts from elementary to high school.
The Ministry of Education and Training has coordinated with the Ministry of Public Security to complete the technical aspects to be ready to connect and share digital diploma and digital transcript data with the national population database and display information on VNeID. The Ministry has also completed the investment and set up a level 3 information security system for a number of information technology systems, including the digital transcript and digital diploma database. As of September 24, the Ministry of Public Security has basically re-checked the information security conditions before connecting and sharing data.
After checking to ensure information security, digital diploma data and digital transcripts will be shared and synchronized to the national population database. More than 10 million students can view information about high school diplomas and transcripts on VNeID. This can be completed by the end of September.
Regarding the expected roadmap for digitizing diploma and certificate data to ensure accuracy and completeness, the Minister said: Regarding the creation and issuance of diplomas for the 2024-2025 school year, the 2025 high school diploma system has been deployed and is in the process of creation and issuance.
Regarding college, university, master's and doctoral degrees, on October 1, 2025, guidelines will be issued for training institutions to digitize diploma data; after that, training institutions will create and issue digital diplomas on the same shared platform.
Digital diploma data is stored in the centralized database of the Ministry of Education and Training; at the same time, it is connected and shared with the national population database and displayed on VNeID.
Regarding the promulgation of regulations and digitization of data on diplomas and certificates issued, before October 30, 2025, the data digitization process will be promulgated. Before November 30, 2025, the technical infrastructure will be completed and piloted at a number of units with the function of issuing diplomas. Before December 1, 2025, a plan to digitize data on issued diplomas will be promulgated. From December 5, 2025, the digitization of data on issued diplomas will be implemented.

Some difficulties, problems and recommendations
Sharing some difficulties, Minister Nguyen Kim Son first mentioned that the information on diplomas and issued certificates mostly does not store information on the identity card number. The system of diplomas and certificates issued since the 20th century is mostly written in paper archives; the level of completeness varies greatly in localities due to time, natural disasters, storms and floods and the level of storage in each place.
The Minister requested the Ministry of Public Security to coordinate with the Ministry of Education and Training to develop and complete the process of digitizing issued diplomas and certificates to ensure feasibility, sufficient legal basis and no loopholes to legalize fake diplomas and certificates. According to the Minister, this is the most worrying thing in digitizing and bringing diplomas and certificates to the official system; it is also the most important and prerequisite task to digitize and bring to the system of diplomas and certificates.
The Minister also requested the Ministry of Public Security, the Ministry of Home Affairs and relevant agencies to closely coordinate with the Ministry of Education and Training to implement the task of digitizing issued diplomas and certificates. Prioritizing the digitization of diplomas for civil servants and public employees; especially citizens born from 1970 onwards. After having a diploma digitization process, the Ministry of Education and Training will actively implement digitization from the current storage facilities.
