The Ministry of Construction requested Dong Nai to prepare documents and carry out procedures to adjust the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh Airport.

(DN) - The Ministry of Construction has issued Document No. 6760/BXD-KTQLXD (dated July 14, 2025) to the Provincial People's Committee regarding the handling of the land area of ​​subdivision III, Binh Son Resettlement Area under the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport (airport).

In the document, implementing the direction of Deputy Prime Minister Tran Hong Ha on adjusting the investment project, the Ministry of Construction requested the People's Committee of Dong Nai province to base on the provisions of Article 43, Article 46 of the Law on Public Investment No. 58/2024/QH15; Article 39 of Decree No. 29/2021/ND-CP (dated March 26, 2021) of the Government regulating the order and procedures for appraising important national projects and monitoring and evaluating investment to prepare documents and carry out procedures to adjust the Land Reclamation, Compensation, Support and Resettlement Project of Long Thanh Airport.

Regarding the proposal of the People's Committee of Dong Nai province to report to the National Assembly on the implementation of adjustments to the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh Airport, the Ministry of Construction said that during the implementation process, the Government has reported to the National Assembly twice on the reduction of investment in subdivision III, Binh Son Resettlement Area in Documents No. 374/TTr-CP (dated August 8, 2023) and No. 558/TTr-CP (dated October 16, 2023).

In Document No. 7826/BTC-DT (dated June 5, 2025), the Ministry of Finance commented: "In case the People's Committee of Dong Nai province continues to request to reduce the investment area for construction of the project component of construction of subdivision III from the project, it must report to the National Assembly for consideration and approval before approving the adjustment of the Project according to the provisions of Article 2 of Resolution 94/2015/QH14 (dated June 25, 2025), Article 2 of Resolution 38/2017/QH14 (dated June 19, 2017) of the National Assembly". Therefore, the Ministry of Construction requests the People's Committee of Dong Nai province to proactively study and seek opinions from the National Assembly's Economic and Financial Committee (the agency in charge of appraising and adjusting some contents of Resolution No. 53/2017/QH14) and the Ministry of Justice on the necessity of reporting to the National Assembly for consideration and approval of the adjusted contents as a basis for implementing the following tasks, in compliance with regulations.

Previously, in April 2025, the People's Committee of Dong Nai province had a document requesting the Prime Minister to report to the National Assembly Standing Committee for consideration and approval of the policy of not investing in an area of ​​more than 81 hectares in subdivision III, Binh Son Resettlement Area and removing it from the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh Airport. At the same time, it agreed to assign the People's Committee of Dong Nai province to retain this land (which has been compensated) for socio-economic development according to the local planning.

According to the People's Committee of Dong Nai province, Sub-area III, Binh Son Resettlement Area was planned to be built to resettle households of the Long Thanh Airport Project. However, later, households wished to be resettled in the Loc An - Binh Son Resettlement Area. In 2024, Dong Nai province completed compensation and site clearance to hand over the entire Long Thanh Airport Project site and 2 connecting traffic routes to the investor. At the same time, it completed the resettlement arrangement for affected households in the Loc An - Binh Son Resettlement Area.
