Strong shift in public service activities

This afternoon, October 7, the Ho Chi Minh City People's Committee will pilot the first phase of the Digital Government Management System. This system, combined with the requirement to apply Gantt charts (progress charts), will create a "digital public service environment", helping to improve operational efficiency and create a public and fair monitoring mechanism for officials.

Visualize progress with Gantt charts

During a field survey at the Xuyen Tam Canal environmental dredging and improvement project (from Nhieu Loc - Thi Nghe canal to Vam Thuat river, through An Nhon ward and Binh Loi Trung ward, Ho Chi Minh City) on September 23, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang directed the creation of a detailed Gantt chart, showing the progress of each item, each task, the person in charge and the completion time.

According to him, without a Gantt chart, it would be impossible to see the whole picture of the work, not know who is doing it, who is behind, and not be able to assign specific responsibilities. He emphasized the need for change in leadership and management, instead of assigning general tasks and responding in writing up and down, we should switch to assigning tasks with deadlines and verifiable results.

At the Steering Committee meeting on the implementation of Resolution No. 57-NQ/TW related to digital transformation and science and technology held in early October 2025, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang continued to request the urgent development of a Gantt chart for the above two areas. The chart must clearly show the tasks and responsibilities of the person in charge, the implementing unit and organization, and the completion time.

"I base on the Gantt chart to later praise you, or criticize and discipline you if you do not meet work progress requirements," comrade Tran Luu Quang emphasized.

According to Dr. Nguyen Tran Nhu Khue, Head of the Law Department - Ho Chi Minh City Academy of Officials, Gantt charts are used to evaluate and monitor the work performance of individuals or groups. In public administration, the application of Gantt charts shows progress and modernity in state management activities. Specifically, Gantt charts help manage work openly and transparently through clear and specific work planning. When the work plan is shown on the Gantt chart, the work inspection and supervision will be easier.

In particular, the Gantt chart shows the progress of work completion, tasks, and performers... This helps everyone involved to proactively complete their work better so as not to affect other members and the common work. In addition, performing work according to the Gantt chart also creates fairness in evaluating cadres and civil servants, thereby motivating cadres and civil servants to promote their capacity.

However, because the Gantt chart is presented in the form of a chart, it is effective for small-scale jobs. For complex jobs with many tasks, the Gantt chart is difficult to show all the work content on the chart. Therefore, the Gantt chart also has certain limitations, requiring research to apply it effectively and appropriately in state management.

Digitize every task

Along with the requirement to apply Gantt charts, Ho Chi Minh City is preparing to digitize its operations to be transparent and quantify staff capacity.

It is expected that this afternoon, October 7, the Ho Chi Minh City People's Committee will pilot the first phase of the Digital Government Management System. Chief of the Ho Chi Minh City People's Committee Office Duong Hong Thang said that the system was built by the Ho Chi Minh City People's Committee Office in coordination with the Ho Chi Minh City Digital Transformation Center, and is connected to departments, branches, wards, communes, and special zones.

This system is installed on smartphones, can control all work and directive documents of the Central Government, Ho Chi Minh City Party Committee, Ho Chi Minh City People's Committee and control each department, each individual, leaders of departments, branches as well as communes, wards, and special zones, aiming to operate government activities in the digital environment.

Director of the Ho Chi Minh City Digital Transformation Center Vo Thi Trung Trinh informed that the system will integrate many platforms, such as the information system for handling administrative procedures; the system for managing documents for directing and operating work; the system for monitoring feedback from people and businesses via the 1022 switchboard to monitor the daily work efficiency of local authorities. The system will provide complete data reports periodically every day, helping leaders monitor and direct work.

In particular, the system applies artificial intelligence (AI) to analyze and identify key points, focusing on regular operating indicators (such as price, budget, and investment indexes) and key areas (such as public investment, social security, administrative reform; socio -economic development, monitoring of key projects)...

The key point of the system is the ability to provide comprehensive indicators to evaluate the situation of receiving, handling records, and resolving petitions of each agency and unit. Thereby, officials and civil servants can easily grasp the tasks they are assigned to perform.

Leaders of the Ho Chi Minh City People's Committee, departments, branches and localities will know clearly how many applications their agencies and units are receiving, whether the application processing is on time or late, and if late, which stage specifically occurs. This will help improve operational efficiency and promote administrative reform and digital transformation in a substantial way.
