Faced with this situation, many schools continued to issue urgent notices early this morning to parents to let students stay home from school to study online.
According to the announcement of the authorities as of 7:00 a.m. on October 7, the rainfall in many places in Hanoi was greater than 70mm; the rain was concentrated in communes and wards such as: Hoai Duc, Ha Dong, Thanh Xuan, Cau Giay, Tu Liem, Chuong My, Xuan Mai and the central area.

The Northern Hydrometeorological Station warned that heavy rains caused 0.2-0.5m of flooding in many inner-city streets, some places were deeper; the flooding lasted 1-3 hours, some places longer. Areas at risk of deep flooding include the following streets: Thai Ha, Lang Ha, Huynh Thuc Khang, Quan Nhan, Nguyen Tuan, Le Van Luong, To Huu, Cu Loc, Nguyen Trai, Giai Phong, Tan Mai, Nguyen Xien, Linh Dam... In suburban areas, the risk of flooding and landslides is concentrated in the communes: Ba Vi, Son Tay, Suoi Hai, Trung Gia, Kim Anh...

Reporters' observations show that although it has begun rush hour, many streets in Hanoi, such as Nguyen Trai, Le Van Luong, Lang Ha, Nguyen Chi Thanh, Kim Ma... are still quite deserted because many places are flooded and students are studying online at home, so there has not been any traffic congestion.
