Da Nang completed the evacuation of people from dangerous areas before 5:00 p.m. on October 22.

DNO - On the afternoon of October 21, the Chairman of the People's Committee of Da Nang City issued Official Dispatch No. 08 on proactively responding to very heavy rain and storm No. 12.

The Chairman of the City People's Committee requested the directors of departments, branches, sectors and chairmen of the People's Committees of communes, wards and special zones; heads of agencies, units, organizations and unions to thoroughly grasp and continue to effectively implement Official Dispatch No. 07, dated October 17, 2025 on proactively responding to natural disasters in the next 10 days and weather trends from now until the end of 2025, as well as related directive documents.

Do not be negligent or subjective; focus on leadership and direction with the most urgent and decisive spirit; proactively prevent and respond at the highest level, anticipate the worst situations to ensure the safety of people's lives and limit damage to property.

Organize on-call and timely rescue when situations arise with the motto "4 on-site"; mobilize people to proactively raise their assets and clear water intakes in front of their houses.

Seriously organize on-duty shifts, grasp the developments of rain, storms and floods; focus on leading, directing and activating disaster prevention plans according to the risk level in the area; be responsible to the Chairman of the City People's Committee in the work of preventing, responding to and overcoming the consequences of natural disasters.

Regularly update and inform about flood and storm situations. Call on people to proactively respond, stock up on food and essential supplies for at least 3 days to prevent major floods.

Review and proactively implement plans to evacuate people, especially in dangerous areas, areas at risk of deep flooding and landslides, and complete before 5 p.m. on October 22. Ensure food and necessary equipment at evacuation sites, do not let people suffer from hunger, cold, rain, etc.

The Chairman of the City People's Committee requested relevant departments, branches, and People's Committees of coastal communes and wards to continue calling on boats to come ashore or find safe shelter.

Closely monitor and manage, maintain communication with vessels still operating at sea; guide and support the implementation of necessary measures to ensure safety for vessels at anchorages.

The City Military Command and the City Police coordinated with relevant agencies and units to review response plans, proactively deploy forces, and count vehicles and equipment to be ready to support localities in responding to storms, floods, flash floods, and landslides.

The Department of Agriculture and Environment directs the implementation of work to ensure the safety of irrigation dams and dykes, protect and reduce damage to agricultural production, aquaculture, and mineral exploitation.

The Department of Construction directed relevant units to concentrate forces to inspect immediately at regulating reservoirs, anti-flood pumping stations, and deep-flooded areas to operate anti-flooding promptly and effectively. Review roads at risk of landslides, immediately deploy safety solutions and warn people in dangerous areas.

The Department of Industry and Trade reviews and prepares food, drinking water, fuel, and necessary necessities to promptly handle emergency situations; directs work to ensure safety for industrial production and safety of hydroelectric dams.

The Chairman of the City People's Committee requested units managing irrigation and hydroelectric reservoirs to be on duty 24/7, monitor and inspect dam safety. Monitor rain and water levels regularly, operate reservoirs according to procedures, promptly notify downstream areas, and prevent people from entering dangerous areas.

Proactively regulate to ensure the safety of dams and residents, and at the same time develop and send reservoir operation scenarios to the Department of Agriculture and Environment to serve the direction work.

The Chairman of the City People's Committee requested the Military Region 5 Command and the Navy Region III Command to prepare forces to help the city respond to and overcome the consequences of natural disasters.
